Citibank Texas

I tried to withdraw $400.00 from Citibank ATM in the 7-11 @ 1007 Ridge Rd. The door did not open nor dispense my money from my Amex Serve payroll card. I called the # provided on the machine 800-948-5884. After calling 3 times, they WOULD NOT give me a reference # or anything. They said it was up to Amex to pay me the money back from their mistake. Amex had to file a dispute which we lost. The customer service rep did admit that that machine HAD A HISTORY OF DISPENSING ISSUES. They were to send another tech out and take the ATM out of service. I figured this would be a SLAM DUNK, since the machine had a camera and if the technician was honest, the count should have been $400.00 OVER. I can not speak to a human with them.
