I generally avoid bars on upper Penn SE because they're all reminiscent to me of:
a. overconfident, underfunded fratty Staffers b.underage interns c.Bud Light d.sticky floors e.general griminess
Which is a shame as I live right around the block.
But I found Capitol Lounge to be quite the surprise. The place is actually quite inviting with warm lighting, nice hearty wood table and chairs and retro political posters of all varieties. There was a real low key feel to the place, which I liked through from what I gather this changes on game nights. Beer selection was pretty good and cheap; I got the seasonal Bells for $6 which looked like flem but tasted delicious. From 4-7 Mon-Fri the deal's sweetened with $1 off all drinks. The food didn't look spectacular but I don't expect much from bars. All in all, a good bet for a beer in the area. -

Is it me, or does this place just appeal to recent college grads who are addicted to football and can't afford a TV yet because they are all have low level staffer salaries?
Is there a hidden drink special I don't know about? Burgers are $13, so I'm sure that is not the pull. I just don't get it. Every table seems to be keeping track of their tab, as they mentally process their running bill when the server comes up to ask for another round. Menus are outdated, and burgers are small.
Why did I come here? Who am I?

We're here once a month for The Fix's Politics and Pints trivia night and it's really a great location. Despite a packed house, the service is always consistent, food comes out quickly, and they'll get you another drink when you need one. On Monday's, Capitol Lounge has 5 dollar pizzas, which is a great deal. Good beer selection as well.

It's my local pub. I go here often, and when friends come in, this is where I take them to. It's a relaxed place, and people are friendly. I'm not much for the overly loud bars (thinks Dupont and Adams Morgan), or overly trendy (Georgetown I'm looking at you). It's a relaxed hill bar, that is good to watch the game, grab a beer, and not feel out of place in a t shirt and jeans. Burgers are very good too.

I never really spend much time in this area, but I decided to go here with a friend and check it out. Not too far from Capitol South and close to obviously the capitol building. Located near a couple of other places.
The bouncer out front is really nice and he does thoroughly check IDs, so no under age drinkers can get in. There are several areas to this bar: the main bar, the dining areas, and the bar downstairs which is pretty much deserted until 1am (in my experiences). The bartender at the main bar is pretty nice and can get you your drinks quickly. The drinks are of a decent size, not those super tiny glasses you get at a club and pay $12 for. They do have cider and a wide beer selection. You definitely get your money's worth.
I did not order food, but everyone else's food looked amazing. I saw what looked like chicken wings on a sandwich: GENIUS!
The crowd is pretty cool and pretty relaxed and everyone just wants to have a good time. There are a lot of guys that go here, which is okay for us ladies! The place does start to fill up quickly around 12 and they do have a great soundsystem. There are plenty of TVs broadcasting several games. Go here on a sportsnight and things can get pretty crazy (in a good way).
I will definitely return, maybe come here for a happy hour. They do not take Discover card. -

Meh. . . Just. . Meh. While this certainly isn't the worst bar I've ever been in, it also isn't somewhere I'd go out of my way to hang out in. Service is kinda spotty; either friendly and attentive or surly and indifferent. A word of advice would be to skip the food- there's no consistency and it usually comes out somewhat burned. The building itself is actually pretty cool though- two spacious floors with lounges and a game room are fun to explore if you get bored with whatever sports are on the tv's.

Getting to know my way around Capitol Hill, as it is my new 'hood, and this was one of the first places I've tried.
We showed up for wing night - great deal! - and had the amazing sweet potato fries! Yummmmmmmm! Needless to say, that was enough to convince me to come back. The staff is super cool and it's definitely a great place to kick back with a beer and unwind, post-class. -

Chicken tenders are consistently good. And there is a wide selection of good beers. However, realize that this is a good spot very close to the Capitol building. As such, everyone in there will work on The Hill (myself included), and be sure to let you know it. They will be pretentious, loud, and in your space (in seersucker). As the night gets later, the place gets much busier and communicating can be a bit of a challenge. Overall, the place is decently priced, for the area. Service was spotty, packed or not.

Yeah, I don't have much to offer that hasn't already been said. I've been to this place a few times with friends who live on Capitol Hill and have enjoyed myself here multiple times. The ground floor level gets pretty packed, but there's a basement level (where the pool tables and shuffleboard are) that can be a little more sedate. We showed up early the other night while the basement bartender was still setting up, but she was happy to give us menus and take drink orders.
I wanted something classic, though wasn't feeling the burger, and settled for a steak and cheese. What I got (not sure if they messed up my order) was something like a shredded roast beef sandwich with cheese and fried onion strings on it. Everything was fine for pub fare (which is what it's called on the menu), but nothing really stood out.
The drink menu was impressive. There was a page of shots, which had ingredients and could satisfy any adventurous drinker's tastes. Beer was available from the tap and the bar downstairs was stocked well enough to handle just about any drink order. The management obviously know what they're doing. Solid dive bar. -

So I heard about this place online for having great wings. I saw the reviews on here and could tell this has been a mediocre experience for most, but people were dissing on the atmosphere, not so much the food. I will give a pass on atmosphere and typically focus more on the food.
I came for the wings and nachos. Man, honestly, I was disappointed. Whoever recommended this place for great wings hasn't had some REALLY good wings. They were just a little skimpy, not very meaty. Very average and the nachos were really average too. Not enough variety of toppings and flavors.
And to confirm the other posts, yes, the atmosphere is a little rough when you walk in. We sat on the patio, which was nice. Our waitress who was a woman in her 20s was a good and friendly, but man, overall, I was pretty disappointed. -

Best Sliders in the Area! Accommodating staff, cozy atmosphere and just plain fun. Sliders were cheap and delish. The beer week menu went by so fast they almost ran out, but almost! The prices are so good it makes you wonder if they sell alot of it. Ha!
Definitely a great watering hole. We're going to try it again on a weekend afternoon and see what we can come up with. The bartenders were friendly and the decor worth taking in and talking about.
We'll make it our regular Hill spot. -

Capitol Lounge is okay. In my opinion, it is a very lackluster sports bar. Their menu has a pretty wide variety from wings and burgers to salad and pizza. The wings are pretty decent and the pizza is a pretty good deal. $10 for a pizza ($1 for each topping) for a pizza that you will definitely want to split. It's not the best pizza ever but I think I would rather spend my money on a pizza there rather than, say We The Pizza down the street.
I can't speak for busy nights but at least during the Superbowl, it wasn't crowded at all. If you're looking for a chill place to watch a game, this will definitely suffice. -

I went here after a Nationals game because it was the first bar I passed. I was thirsty and starving and thought it couldn't be that bad. Well it was.
The food was not that great. I had a caesar salad that was barely dressed and had deep fried croutons. I also ordered a basket of fries for the table. The fries tasted ok but were really small and there was only a handful of fries. Not worth $6. My boyfriend ordered buffalo tenders but they came without any buffalo sauce. We wanted to mention this to the waiter but he never came back to our table after taking our order.
We were at this place over an hour because the service was HORRIBLE. We had to get our own menus. When the waiter finally came to our table after about 15 minutes, we ordered waters (it was 95 degrees out so these should have been automatic) but he only brought one and we waited another 5 minutes for the second one. Someone else brought our food out to us and we didn't see the waiter again until I had to stand up and wave my arms for him to come bring us the check. I also had to get up and find him to give him our credit card. He never once asked how our food was or anything like that. I also had to go to the bar to get a refill on my water.
Other people have mentioned a good beer selection but we were never given a draft list. I was planning on getting a beer after rehydrating with water but since the waiter never came over, I wasn't able to order a beer.
If the service was better I would maybe give 2 stars because the food wasn't horrible but it was overpriced. -

Don't waste your time. One of the worst brunch experiences ever. I neglected to read the other reviews before going here. Big mistake.
We ordered and waited for an hour for food that never showed. During this time we overheard our server complain to a friend about how hungover she was from partying the night before. This is probably why she neglected to put our order in and forgot to check on the other patrons around us.
I wouldn't recommend Capitol Lounge to my worst enemy. -

Thank God this place had awesome atmosphere to make up for its lousy service. The server was an old lady whose mind had been lost years before. She was SO slow that we almost left two different times. The draft beer choices were good but at the rate they came you wouldn't be able to keep a buzz. The food was average bar food, wings, dip, chilli, etc.

Capitol Lounge Stole From Me.
All I had on my was the last of my Christmas money - a $100 bill. I bought a round of drinks and paid. They gave me change for a $50, meaning I was short-changed $50. I noticed within a few minutes and went up to the counter to ask. The bartender told me he would have to balance the til and I should call back the next morning.
I did, and no one was there. No one would answer my question or even tell me if that til had come back $50 over. They told me to call back that night.
I did, and the bartender wasn't there that night so they told me to call back in three days when he was there.
I did, and he said he would call me back. He never did.
I used to love going to Cap Lounge, but I don't think I'll be going back for a long, long time. -

WHICH OF THESE STATEMENTS IS TRUE?
A. This bar only offers 2 kinds of bourbon whisky: Knob Creek & Maker's Mark.
B. This bar sells 14 brand names of Kentucky Bourbon, priced from a high of sell-your-sofa-so-you-can-buy-a-glass, to a low of the going rate for cheap bourbon in D.C..
C. Beer on tap: they've got ale, pilsner, hefeweizen; the night I was there, the slender restless barkeep smiled professionally as she poured. Lot of people, lots of pouring.
I chose a Weihenstephan.
D. Weihenstephan- alongside Maudite, the best beer I believe I've ever had. Color, taste, body & character: so nearly perfect it just can't be and your sooo grateful it is. Cripes! This beer is good.
E. This bar likes dick... correction: Dick. Of all the memorabilia from past presidential campaigns, not even JFK eclipses their fondness for Dick Nixon. (Never did I see a poster with "Richard". However, lots of "Dick".)
F. The word dick all over the place again and again preys subliminally on the minds of female interns who congregate to drink at this spigot, and after the tenth song from the jukebox, they want yours.

After a quick visit to Eastern Market, my friends and I needed brunch. They didn't want to wander down to the Barricks so we thought we might visit Good Stuff Eatery. However, it is closed on Sundays so that was a no-go. We decided to walk a bit further and then stumbled upon Capitol Lounge. Seemed like it would be a decent place for brunch so we wandered in.
We were immediately greeted and told to sit wherever we wanted. We ended up in the room to the right along the banquette. The brunch menu seemed appetizing enough and was modestly priced. I liked that they bring you a pitcher of water and was slightly amused at the Miller Lite plastic cups that accompanied it.
I chose the build-your-own omelette with sausage, mozz and spinach while my friends got the Egg-BLT sandwich and Eggs Florentine. We all really enjoyed our brunch. The omelette was quite tasty. The homefries were well seasoned and sauteed with onions and peppers.
Service was prompt and friendly. Decor was interesting - very political. Clientele was mixed. I'd come back for brunch again as it was quite satisfying but you probably won't find me here during the week.Listed in: Brunch: the most important…

I could write a much longer review outlining my grievances during our latest attempt, but one thing sums it up: Foul, spoiled tuna that they tried to pass off as chicken. Yes, really.
When a member of our group requested a chicken quesadilla (after finding out they were out of salad and hamburger buns and about half their menu) they brought her - get this - a quesadilla made with tuna. The tuna smelled so horrible that upon pointing out the odor to our waiter, he smelled it and looked like he might vomit. Now, if you're thinking they serve tuna quesadillas, and served tuna instead of chicken by mistake, it's not on the menu - just chicken or veggie. So that means they tried to pass off bad tuna as chicken.
As I mentioned, this was just one issue from many during the same visit. Another group nearby was so upset by the service, we began chatting with them to exchange our war stories. -

*Sigh*...service, service, service...where were you? We were really hungry and you took forever! At least when the food got there it was really good. My Buffalo Chicken Tender Sub was pretty awesome, so thanks for that. I kindof wish your salad was made with less chi-chi greens, like romaine or something more normal, but that's alright. The blue cheese I smothered it in made it ok.

"No Politics, No Miller Lite"
These are the words I am met with as I walk into this Capital Hill bar, which was actually pretty crowded on a Tuesday night at 11 PM. Who knew the hill-billies stay up past 10? Which is by the way, the crowd which will greet you- can't get past the conservative garb, suits and ties? Then head elsewhere, because this is this bar they all call home.
Still here? It's a dive with personality- the first floor walls are covered in political paraphernalia, two bars, tables in the back, and a pool table, which is always occupied. Head downstairs for the Cigar Lounge, complete with leather arm charms, another bar, some eclectic decorating, and several more pool tables, which you'll have a better chance of using. I like it downstairs....kind of like hanging out in someone's secret clubhouse/basement....
If you're in the area, it's great for a beer. Kind of a DC institution really. I hear they have some great happy hour specials on bar food during the week as well- like wings, and pizza.
Whatever you do, don't order a Miller Lite. It's banned by the bar due to some bad blood with the wholesaler.... -

While attendence may be a professional obligation for Hill staffers, I'd saw my own arm off to avoid going here again. Thoroughly pedestrian beer selection, including their own godawful house brew, which may be a step below PBR. Equally boring bar food. They do have an interesting collection of historical political paraphenelia on the wall, but so does the Smithsonian, and I'd rather deal with crying kids in strollers than the average patrons of this scumhole any day of the week.
Cap Lounge is to Hill staffers what your typical crap college bar is to frat guys. I don't necessarily want to use this as a forum for sounding off on Hill types, but its hard to enjoy yourself in a bar full of out-of-shape thirty year olds drunk off two Bud lights, singing along (badly) to White Snake and playing some of the worst games of pool ever seen. If you like listening to overgrown middle schoolers in navy blazers and khakis brag about how they influential they are as an 18K/year staff ass. with Congressman Nobody, who plays golf with Dad back in South Frog Balls, Ohio, then this is your type of spot. Otherwise, steer clear. -

So I had a very negative experience here in the past, and wrote about it a lot, so told myself that I would update the review when I went here again. Capitol Lounge is the home of the Michigan State Spartans on game day, and so when MSU was playing our rival Michigan, I had to go back, whether I wanted to or not.
Capitol Lounge mostly redeemed itself, but there were still problems. Behind the bar was Dena, who was the only bartender on a very busy day -- there should have been more help for her, especially since she was also doing a lot of barbacking duties. When the food I ordered took an hour to arrive, and then wasn't properly cooked, she took it off my bill -- no muss, no fuss. (I'm not sure if she remembered from before that I publicly complained about my service -- she worked there when I last visited -- but either way, she did the right thing.) The migas on the brunch menu were quite good, once I got a version where the eggs weren't runny inside. I also ordered nachos, which arrived much more quickly, and were generously portioned with lots of toppings.
Now Capitol Lounge has a problem with its Groupon. It was offered last week, and knowing that I would be going there periodically, it made sense to snag a couple for game days. I carefully checked the applicable rules, because I didn't want to buy a coupon for game days that wasn't valid then. It said "Limit 2 per person. Limit 1 per table. Dine-in only." OK, not so many restrictions, so I purchased them. Then when I arrive, there's a sign posted, and Dena also informed me that the Groupon doesn't apply to the game-day specials they have for Spartan fans. You can pay full price for them, I guess, in order to use the Groupon. I've had a number of "deal-a-day" coupons from various companies, and if they don't apply at particular times, they say that so that you know that when you purchase it. So I imagine Cap Lounge is going to have a lot of trouble from customers who correctly point out that the Groupon doesn't have those restrictions and so they can't just impose them after the fact. I decided not to make a fuss about it yesterday, as I had ordered items that weren't on special, but I anticipate that by the time I return, they will have had to rescind their efforts to limit the Groupon's application. I actually didn't use the Groupon at all, since once Dena removed the food item from the bill, I didn't hit the magic $40 amount and would have wasted part of the Groupon. I should have had something else, but I probably would have had to wait an hour to get it. Oh well...at least the restrooms were much cleaner and less foul-smelling than previously.1 Previous Review: Show all »

Not great but not bad, Capitol Lounge has decent happy hour specials for the area (we stuck with the $3 Bud Light) and pretty tasty food (we got hot wings and quesadillas...mmm). The space is kind of run down, but it has plenty of room both upstairs and down.
The crowd was...interesting, we'll say. Homeless-looking men were juxtaposed with high-powered Hillers and a group of pastel-clad yuppies praying at the table behind us. I suppose this worked in our favor--our awesome server brought my friend & I a round of shots with a note saying "thank you for being so normal." If normal gets us free shots, then normal we shall be!
Overall, I'm not sure I'd return to Capitol Lounge. Check out some other bars in the area before settling on this one! -

After our tiny food at another neighborhood establishment, we really just went here to fill the void. Our pepperoni sausage pizza turned out to be a sausage pizza. Okay, no big deal. The chips and Queso Dip is served with really hard chips. I guess they make them here, maybe it's time to consider not doing that. They're NOT good. Overall, typical pub food that's overpriced and nothing great. Service was just okay.

It's a dive full o' politicos. Lots of cheap food and drink specials on different nights. Dollar beers on Thursdays. 20's somethings, and packed during "intern season" (aka the spring and early summer).

F-you Katherine for being the first to review this place! I was suppose to be! But Kat is right, this here was a very fine establishment. Not only did they have half off pizza on Monday, but $.25 tacos on Tuesday, and the best night of them all.....$.10 wings on Wednesdays. Boyakasha! How the hell can you not love that. The place was always packed those days with Congressional Aides, sometimes having to stand to enjoy yer food. Next time I go to DC, I will have to check out Capital Lounge on wing night!
And if I remember right, there was a bunch of soccer memorabilia and a weird obsession with Dick Nixon.

The Lounge is a regular spot for me as someone who works on the hill and hangs with die-hard MSU fans. The staff has always been accommodating, especially on the days when DC Spartans are out in full force.
In fact, I recall how responsive the entire staff was when the bar was packed for the Final Four. Drinks and food were served quickly and the bartenders were very attentive.
I even remember the executive general manager Schmidty coming around making sure everything was okay.
Anyhow, I highly recommend brunch where you can get bottomless mimosas, make your own Bloody Marys and have some of the best bacon you will ever have.
I also suggest sampling some of the Belgian beers they have on Friday when they are on special along with huge bowls of mussels. You also can never go wrong with their black bean veggie burger. (I like it with cheddar and bacon. I call it the hypocrite.)
Anyhow if you are looking for a great beer selection, awesome bar food and a place to play pool or shuffle board, look no further than the Lounge. -

I have been to this bar more times than I can remember, mainly because I used to be a hill staffer. I consider it the old standby if no one in our group can decide on a bar. Even after the fire last year it still looks exactly the same!
The pizza is good (especially when it is half priced!), the beers are not too horribly expensive (not higher than anywhere else in the neighborhood), and the bartenders are pretty cool. I have eaten breakfast at Cap Lounge on the weekends, and I remember a chorizo omelette that was insanely good.
At night, my friends and I generally end up in the side bar, or downstairs by the pool tables. There is also the cigar area downstairs, which has couches and easy chairs. All the floors can get pretty crowded at times, especially later on in the night.
I would recommend going to Cap Lounge if you are focusing on drinking, rather than eating.Listed in: The Places I Go Out

I thought Capitol Lounge was an interesting little place. I almost didn't think so because wait quite a-while before obtaining a booth for my friend and I to sit down. I thought how strange, when I finally noticed, that one had to approach the bartender to get a seat. He permitted my friend and I to seat ourselves down.
It turned out that the hostess/waitress took a long cigarette break. Girl, can't you smoke faster?!?!
Anyways, I ordered a sloppy joe with fries while a friend ordered a grilled cheese with sweet potato fries. It turned out that my sloppy joe was actually a burger topped with chili that had mini kernels of corn in it. The fries were good and well seasoned.
But, dammit, why do my friends always have a better dish than me. Grilled cheese with soughdough bread. Yum! The best part was his sweet potato fries. Delish! They were sweet. I suspect they were seasoned with sugar along with salt. They tasted like churros.
Despite the waitress' willingness to let us outside to smoke our cancer sticks while watching our table and things, she was a little slow on service. I mean, I'd like to keep that buzz going on in my head with my drinks refilled faithfully without feeling the buzz slowing fading away. *hem, hem!* -

Fun "dive" with lots of character. We had grilled cheese w sweet potato fries at the bar. They carded my 52 yr old friend.
