I am not a driver but, judging from what I saw, parking might be a bit of an issue if its a very busy day there. I personally ride the MTA (#77) and walk over to the Library from the Bloomsbury/Ingleside/Fredrick cross. It's a distance of about six to ten blocks. If you're coming from Ingleside, go right and if you're coming from Bloomsbury, hang a left. There is also the option of riding the bus that runs along Fredrick itself to get there. I believe its the #10 Bullneck Road. There's a stop right near the Library.
I like walking though.
They've got A LOT of books. I think I actually scared them at one point when, while there on a Craigslist run, I loaded myself up with a good thirty books for a bit of light reading. The poor kid at the counter took it all in stride when he saw the other thirty books I'd checked out at another Branch and, after giving me the all clear, wished me a nice day.
They've also got a variety of other community friendly activities for people of all ages. I actually learned to knit at the Catonsville Branch in June 2006 after seeing a knitting class advertised on the Library systems website.
Even though I've got three Libraries closer to me in distance (Randallstown, Pikesville, and Woodlawn), I still like going over there for the individual atmosphere the Library evokes.
