Used PAY BY CELL PHONE meter in West Portal. Recording gave me 120 mins. free as a 'first time' user of the service. Ten minutes after paying by CELL, I was issued a parking citation. I still had 40 mins. remaining on the meter (according to the recorded message). I guess the meter maids' computers don't hook into the PAY BY CELL PHONE records. I have sent all the information to DPT and they have replied that the citations was "...properly issued and is valid'! THIS is incorrect and in order to protest I have to go in person, on a first come first served basis, OR, mail the $40 citation fee with a letter requesting a 'mail hearing'!!!! HAS ANYONE HAD THIS PROBLEM???

    I thought the test period of PAY BY CELL PHONE was finished in West Portal.   Did you see any signs around West Portal saying the Pay By Cell was still active?  If not, maybe the phone # you dialed is still active, but it's no longer hooked up with DPT.

    No signs saying it was active, but the phone number is ON THE METER and the recording was/is active.
    If it's not hooked up with DPT, who is it hooked up with-NO ONE?? Probably!!!

    I have a suggestion:

    I haven't done this cell phone parking before, but if it charges you through the wireless bill, bring a copy of your statement, show that you called the number and the billing of the paid meter fee.  Those wireless statements are pretty detailed on the time calls are made and the number you made.  If they did stop the pilot program, just say there wasn't any signs in the area to show or indications, etc...

    Andy's right.  Get a prepaid chipped card in $20 or $50 denoms and carry it with you.  I tried the pay-by-phone thing months ago, and found it took just as long to text to the shortcode as waiting for my prepaid card to feed the meter.

    if you're at west portal often, see if you can see a meter maid and ask them the policy. i saw the meter maid on foot, btw

    i wonder if those pre-paid cards lose value over time.  After getting several tickets, i take precaution in making sure the meter is fed.  I keep a roll of quarters handy for such situation.

    UPDATE ON PAY BY CELL PHONE meter parking in West Portal: I sent a letter to many (Mayor Newsom, Channel 5 and 7, several newspaper columnists, West Portal Merchants, etc.). The only response I received was from the founder of the Pay By Cell Phone company. He saw my post HERE. He was extremely helpful and said he would look into the problem. I received a letter from DPT yesterday telling me my claim was reviewed, was found to be valid, and the citation has been dismissed. The PAY BY CELL PHONE system was not at fault here. The DPT employees (meter maid, Administrative staff) were the problem. It was impossible to communicate with any of them to get them to look at my claim a second time since it was obvious they didn't look at it the first time! This was frustrating and time consuming. 'Thank you' to the Cell Parking company for taking action!

    Hey TW...was the "Pay by Cell Phone" company that you used called "Zipdy"? I went to their website (http://www.zipidy.net/...) to register for their service and got the following message:
    "There is a problem with this website's security certificate"

    Have you had any other problems/issues using this service?

    The website for the company that has the cell phone parking in West Portal is http://www.new-parking...

    I use my SFMTA card or quarters for parking. I haven't tried the cell phone company again!!
