I'm looking for a place to have a happy hour/dinner for 20 - 40 (at the very, very highest) people where we can order off the menu, have a tab/separate checks, & don't have to pay extra for the room.

Most places won't give you separate checks for a group that large. But, if you are willing to order appetizers for the group, where everyone pitches in an equal amount, and pays at a cash bar, there are many options. Especially Su-Th Pat's Bar in Dogtown has a great upstairs room. They have cheap apps and a bar upstairs. Many times they will let the room go at little to no charge. Sandrina's has a large room upstairs too and there are many nicer restaurants that have the same.

Not a isolated room, but Cardwells has always accommodated my groups of that size with a lot of flexibility. One way to do it there is to have a more limited menu drawn up. It's a hell of a lot easier on the kitchen, timing is much better in delivery of dishes, but still provides choices, and the restaurants are a lot more flexible that way.
