Is Lee's sandwiches hopen in Hayward yet? You can find some pearl drinks there if it is.

Verde Tea in Fremont, on warm springs about halfway between dixon landing and mission blvd.  One of the few remaining bubble tea shops that still shake their own tea fresh.  And the pearls, qq's, and dark bricks are always good.

I've always hated fantasia.  Ever since the one in Cupertino, and the one in Milpitas ALWAYS gave me pearls when I didn't want them, and explicitly told them not to give me them.  And then they would take the pearls out, and just add some water or refridgerated tea to my cup.  AND I would always be forced to pay for the pearls even though I didn't want them.

I can't believe there are people who actually drink Quickly or Tapioca Express.  Their teas are never freshly brewed and left in their fridges for days.  I went to one in SF the other day, took one sip, threw the rest away.
Try the TeaStation in Newark.  That's the closest place to Hayward that I think is good enough to drink.

I know it's just a bad translation, but "Quickly" is anything but.  The fastest service I've ever gotten at the one across from Chabot has been about 10 minutes, on a weeknight about 8:30.  It's rather unfortunate as they've got a decent selection of flavors and they use pretty good ingredients.  The Lee's Donuts on Lewelling across from OSH in San Lorenzo does smoothies with added pearls, but the selection of flavors is limited (usually just peach, mango, strawberry and mocha) and they're kinda skimpy on the pearls.  Same thing with the Chinese restaurant on B Street, smoothies with pearls added.
Maybe there's something in the South Hayward area I don't know about, but that's all there is I know of near the downtown area.  FWIW I have yet to find an authentic, fresh-brewed tea in the East Bay.  I used to frequent a candy store in SF's Chinatown that had the most refreshing fruit-infused teas, but sadly that was like 6 years ago!  I'd say your best bet would be to check out strip-malls with small donut/sandwich shops, or maybe ask the clerks at an Asian grocery.  You can also buy fresh pearls in Chinatown, and most Asian groceries carry dried tapioca pearls if you want to DIY.  Heck, you can even buy bulk pearls through a company on Amazon.com!
