If not burgers, then:

Old South bbq (hole in the wallish, but X -L - ENT BBQ) on E14th (border of San Leandro/Hayward)
Or if you're totally stumped, check out Downtown Hayward around B st & Mission Blvd area.  
OH There's this Korean BBQ Joint on Mission & A Street!!  That place ROCKS!

Val's is the best burger but get there early or late (not too late - they close in the early afternoon). Not much atmosphere. Buffalo Bill's is the best place to hang out - it's pretty casual especially with the nice weather - they have a patio - since it's pretty large you can linger. Buffalo Bills' has burgers now - pretty good - not quite as good as val's but what is? The sushi place across from Buffalo Bill's is good - not much atmosphere but solid.
