I was at Teresa's hair salon in San Jose recently (and wrote a Yelp about it). Alot of the girls there were having their hair done for prom. Prices for haircut are ~ $12, so I'm thinking updos are not expensive either.

I used Regis at Stontestown for a wedding to do my hair - bridesmaid's hair.
So I am sure any Regis in any mall would. Just bring some pic or go in with an idea.
