I'm from Texas and moved to Baltimore for school so I was first extremely disappointed with the selection when I got here. A little bit of research though and I found some pretty good places--mostly in the Broadway/outer Fells Point area. El Trovador on Broadway is really good if you're looking for chicken mole, chicharron con yucca, tamales and other really good South American staples. Their soft tacos are okay but I like this other place better not too far from there. (I think it's something like El Sol, or something to that effect and it's located on the street parallel to Broadway where other Mexican restaurants and stores are). Also, if you like South American rotisserie chicken, there's another place on Broadway called Pollo Latino. It's good and you can feed 4 people for about 12 dollars!
I haven't had enough time to try more places but I hear there's some really good Mexican restaurants way out in Germantown area and whatnot.
