The food can be a little greasy and the service slow, but they keep refilling the tortilla chips and salsa to keep you happy.  My favorite part is that you can substitute black beans for the standard refried.  My mom and I like to go here in the winter... you can easily pretend it's summer in the well decorated downstairs.  Not one of my favorites, but worth a visit every once in a while.
