For years now, I've been strangely enchanted with Peng's.  Every time I visit home, I MUST go there.  I always order hot tea and the shrimp imperial with wonton soup, forgoing the egg roll for extra rice.  Even when the server rarely swings by the table, I feel like I'm well taken care of.  The building is a little run down, but it's always busy for lunch and I'm completely comfortable being a…
