I can't speak for the motel, but the Tugboat restaurant is one of our favorites for lunch in the area in the summer. Their view is fabulous. It look right out on the harbor where you can see cruise boats coming and going; you can see two lighthouses from the diningroom IF you have a window seat.
The food is adequate. Salads are fresh and quite good. Seafood is fresh and tasty. Portions at lunch time may leave something to be desired for people used to heaped plates. I like being able to eat my whole meal and not feel guilty that I have eaten too much! They used to make substitutions, but that was stopped this past summer.
I have read reviews that say to walk out if a place won't substitute, but we like this place too much to do that. The waitresses are friendly and helpful as they can be. There's a bar for people wishing a drink. The ceilings are wooden which tends to make this place noisy when it fills up. Voices are amplified when it gets crowded.
We think it one of the best places in town for a leisurely lunch of fresh seafood which is what they specialize in though they also serve beef, chicken and pizza.
Good: The best thing I can say about this place is that it was novel. They have several buildings that are part of the inn, and we were at the very end of one that sticks out into the water. The view was really cool, and it was pretty quiet out there.
Bad: The beds were horrible. Seriously, really bad. I'm usually not very picky about what I sleep on, but I woke up with a sore and cramping back. When I mentioned it at checkout, the response was, "Oh, haven't those been replaced yet? *checks some sort of list* I guess not." Not even an apology. The room was not in great repair, and really it was rather small, even considering the location. Oh, and their "continental breakfast" is the most pathetic thing I've ever seen.
Overall: Just for the novelty, this place might be worthwhile for a single night. Possibly. After that, I'd recommend staying someplace not on the water that costs half as much and has decent rooms.

History
Established in 1970
Long a fixture of the working harbor, the Tugboat Inn boasts a colorful past as home to all sorts of businesses and local landmarks. The Red Building was once the location of an army/navy surplus store, a ships' chandlery and the Beauty Box Hair Salon. The Main Inn is the former site of the Clipper Inn and the Boothbay Boatel, whose carved wooden sign is still hanging by the office. The Wharf Pier was the original home of the Boothbay Harbor Yacht Club, then the Sea Shanty Lounge. Many will recall the Tugboat Pier as the local Marine Service. In the early 70's, the owners purchased the former working tugboat "Maine" and brought her to Boothbay Harbor. Now the actual tugboat houses our restaurant.
From 1993-95 the Tugboat Inn underwent an extensive $2.5 million transformation into one of Boothbay Harbor's premier establishments. Present owners Danny & Carla Lafayette are committed to maintaining the high quality of the facility and providing the best in Maine Hospitality.
Meet the Manager: Bonnie S.
Employed by the Tugboat Inn since 1978, Bonnie has been a part of the business since the early days. Starting as a waitress in the restaurant, she worked her way through the department ranks, eventually becoming General Manager in 1986. Bonnie says that the Tugboat has always been a wonderful place to work, and she really enjoys the atmosphere that is created there. Many guests as well as employees have been loyal to the Tugboat for years and that is what makes the place so special. Whether it's the Inn, Restaurant, Lounge or Marina, the Tugboat is a place where everyone feels at home.
