Probably the classiest restaurant in Troy, however I like the food at River Street Cafe more.   Whenever my grandparents come to visit we always go here, and the food is very good.  Their halibut entree is really great and I love the lobster risotto that accompanies it.  I also really enjoy their calamari for an appetizer.

The place has a good atmosphere and it is really well decorated.  I would agree with the last poster that there is a little bit of attitude.  One thing I particularly hate is when they ask you what kind of water you want.  "Sparkling, bottled, or wonderful Troy City water".  That is more or less what they ask, and it makes me feel like a bum when I say "City water"  because I don't feel like paying for a bottle of flat water.

They often have someone playing the piano, which is really nice and great background music.  But once or twice they had a band (piano, trumpet, something else) and they were playing ridiculously loud.  We could not even have a conversation at normal volume.

They also have a Sunday brunch buffet, and it is really well done.  One of the better buffets I have ever been to.  Omellette and carving station, pastas, various meats dishes, etc.  Really great and the price is pretty reasonable (20 bucks??? I'm not quite sure).

So the food is great, but the slight attitude and annoyingly loud music keep it from getting 5 stars.

Tosca Grille is very old world Troy, NY.. Victorian touches throughout, lovely molding and woodwork, dark wood interior and just a general classic feel about the whole scene.

The service was ok, there's a bit of attitude.. or I guess you could call it blase'  feel to it. This kept me from giving a 4 star review. For the type of establishment this is, quite frankly a little more kissing up or friendliness would be appreciated :) I've had much more personality at Michelin Star Rated restaurants around the country, where the service doesn't need to be friendly, but is. Anyhow, that's really my only pet peeve. This is Tosca Grille in Troy, NY not Per Se in NYC or Daniel Boulud in Vegas.

The food itself was very good. Lots of fresh and creative ingredients. The different types of sauces or ingredients make picking something a bit hard.

Foie Gras: Yummy! All of it, meaning there wasn't really anything just on the plate to take up space or to simply be pretty. It all went together and worked well.

Shrimp Tosca: Mmm. The garlic basil chardonnay sauce was worthy up dipping the bread that comes with this dish.

Petite Filet Mignon & Seafood Neapolitan: was 2 filet medallions wrapped in bacon.. I took the bacon off because I'm not a bacon fan at all, and enjoyed the meat on it's own.  The seafood that came with it(shrimp, scallops, small lobster tail) were all fresh and tasty, and the lobster whiskey sauce was certainly new and different to me.

I don't really do desserts, but my daughter got some sort of chocolate on chocolate thing and seemed to really enjoy it.

Cocktails were super yummy and I tried about 3 of them, so I think it's safe to say the specialty menu is going to have something for everyone who's into specialty cocktails.

Starters range from I think $9-$20, Entrees maybe $25-$50.. I think the one I had was $48, and drinks are if I remember right about $12. It's a bit pricier then your average establishment around here, but you get what you pay for and I think the prices vs the quality are on par.

I guess upon special request the chef will make a flambe dessert table side, if you're into that sort of thing. I'm not, but it was entertaining to watch.

On a side note, some of the crowd here can be a bit too into themselves.. tho it's pretty entertaining and a bit funny. Lot's of what I like to call *business laugh* to be heard here. Go with a sense of humor, as you soak in Troy's "high society".

Also... they have jazz, really really good old school jazz. The guy sings, and there's brass and piano playing, it's nice. And on Sunday's there is a great brunch in the ballroom.

I had gotten a gift certificate here for Christmas but never used it until tonight.

I had the pan bronzed halibut, which was nicely cooked. It was served with a small portion of fava beans and some lobster risotto, along with a few "frizzled" grape tomatoes (they tasted poached to me.) The risotto was tasty if a bit salty, and only one chunk of lobster meat. I wish there'd been a few more fava beans and tomatoes. Why are high end restaurants so skimpy on the veggies? I love vegetables so come on, stop being so stingy. It was a good dish, but not great, and the portion was on the small side. I forgotten what the sauce was, as it was very light and barely noticeable. That dish was 32 dollars.

My boy wasn't into his delmonico buffalo ribeye steak with roquefort mashed potatoes, grilled veggies and Newcastle beer-battered onion rings. In fact, he didn't like any of it. He says the potatoes were bland, the meat was grisly and the onion rings were flavorless.

The service however, was really great and they took that dinner off our bill without asking. I had the basmati rice pudding for dessert, which was very tasty and was more like a thick custard than a pudding. Did I mention the service was great and very professional? There was also a live pianist, making for a nice touch.

The decor's nice for the most part, sort of upscale Mediterranean-style.
I might give it another shot, but would avoid the buffalo special next time. My main issue is that for the prices here - at a restaurant in downtown Troy - I think the food should have been much better than it was... my halibut dish wasn't bad, but for $38, I think it should have been much better. I was also pretty hungry soon after and had to eat something soon after. My boy's dish was $42, and as described before, it was pretty disappointing.

I'm giving it two stars because the ambiance and service were so good, even if the food was grossly underwhelming.

We went for their buffet brunch and this is the worst brunch experience I have ever had..EVER. The menu advertised was not all there and what was there was very mediocre. Very disappointing. They were also understaffed so we were literally ignored from the moment we were shown our table until we asked for the check. It took them 10 minutes to get us clean utensils. We complained and although the meal was on the house, we still felt it was a waste of a good sunday afternoon.

Jack's Oyster Bar or Delmonico's tops this place hands down.

Tosca has been closed, out of business, gone since September 2009. The owner/chef has flied for bankruptcy, moved on to work at another restaurant, the equipment has been sold, and the space is offered for rent on Craigslist as we speak.

Here are some related articles about the closing:
