So, I wrote a review of the Westminster Apartments on 9th Avenue (owned by RP/Metropolitan Management) last August, 2 months after we moved to Seattle from Dallas.
Tamara, the previous building manager, left a month or so ago. She actually recommended my husband to take over the position, and he's our current building manager. A year later, I am still jazzed about the size, location and charm of our building. Plus, since the beginning of June, my husband has been doing a good job of revamping the place. Tamara was great, but also held two other jobs at and split the building maintenance duties with another person. Devin handles it all himself and has more time to devote to the job. He has made a ton of little improvements that add up to make a big difference - he vacuums all 5 floors on a regular basis, cleans tiling and dusts the moldings / stair banisters, picks up trash outside and inside of the building daily, replanted and maintains the garden outside the second floor entrance, etc. He also - just this morning - provided doughnuts and coffee for all the tenants. ;) I met several neighbors over breakfast today who I'd never seen / met before, and they were all nice.
I know my husband's new role makes me a little bias in this update (whereas my first update was a straight up review with no ties or bias), but the Westminster is a great place to be. Our apartment unit faces the M Street Apartments, and we can easily see into some of their units. Although I know they get the modern amenities (rooftop access, workout facilities, etc.), their units are small, have no character and don't look very luxury (carpet, cheap blinds). I know, based on their website, that the tenants at M Street are paying double the rent price for units about half the size of what we've got. Depending on what you're looking for - Westminster is a great value. (Size, space, charm vs. amenities).
My husband's dealings so far, with RP/Metropolitan have been pleasant. They are willing to give him petty cash to make improvements and keep the place nice (flowers, better cleaning supplies, doughnuts, etc.). It makes me wonder if it just wasn't asked for previously. All in all, I'm glad we made the decision to stay at Westminster after the conclusion of our one year lease, and am excited that things have been steadily getting better over the last several months.1 Previous Review: Show all »

I ended up taking RP to court in March of 2009. They tried to lie their asses off and say that they hadn't been informed of ANY of my complaints. But the handful of certified letters I had that they had signed for said otherwise. Long story short, they ended up having to pay me back my deposit IN FULL as well as a slew of other fees to make up for all the damages caused by the water, the fact that I had to move, and going to court.
Seriously, guys... If these guys try to screw you, stand up for yourselves! File a small claims hearing. Do your research, write trackable letters, etc. If everyone would start hitting back, MAYBE something will get done about these guys...1 Previous Review: Show all »

Do your research before moving into one of RP's buildings. They have a habit of not returning your deposit and being completely unresponsive to issues brought forward to them.
We lived in the Biltmore for ALMOST a year (please see my separate review for the lowdown on the building itself). We broke our lease 1 month early because after spending a month out of our apartment while it was sprayed for BED BUGS, we were forced to live in my mom's basement, without any of our stuff, while still paying rent.
We gave plenty of notice citing our reason for breaking our lease on the basis of our apartment being unliveable. Since we were forced from our apartment by a) an infestation; b) having to completely pack up all of our stuff and move furniture into the middle of each room; c) having poison which prevents us from reentering; d) having to undergo multiple treatments which make it impossible to pack, unpack, pack, unpack, etc.
We STILL cleaned our apartment to a better standard than when we moved in and were not returned our pet or security deposit.
So in the end we paid for a month's rent while not living there, got rid of thousands of dollars in linens, clothes, and furniture, gave plenty of notice AND the apartment was rented to a new tenant for what would have been the last month of our lease (meaning they lost no rent money).
I spoke with several friends who have lived here in the past, or in other RP buildings. They all experienced constantly increasing rents, and similar issues regarding their deposits when moving out.
Stay as far away from RP Management properties as possible. -

I wouldn't recommend renting from this company. Long story short, our building manager messed up and told us our lease was up at the end of September, so we decided to move. The apartments were tiny, our maintenance requests were ignored and we felt it was our "out." However, the building manager tried to tell us we broke our lease and had therefore forfeited our deposit and would be charged an extra month of rent. I called RP managment and explained that this whole situation was confusing, especially since we thought our lease was over in January. (It WAS...so our manager was trying to raise our rent before our lease was up. NICE) We got our deposit back and didn't have to pay rent but only because this company is SO disorganized and the building manager had no idea what he was doing. The Clarwood apartments are maybe 3 years from being torn down (in MY opinion) bed bugs, water leaks, shady tenants....go somewhere where you'll feel safe. I'm glad we finally did.

AVOID.
A friend of mine had a medical emergency and was in the hospital and I had to go to his apartment to take care of my friend's dog. The manager of the La Villa and the Bristol (two apartments next to each other, owned by RP Management) did NOT have the master key to my friend's apartment.
Now, according to RCW 59.18.060 the landlord should have a master key and the landlord also violated RCW 59.18.290 which even says the landlord not having a master key is totally illegal.
I shelled out my own $$$$ to call a locksmith to open the door so I can let my friend's dog out for a walk and the manager did not follow up nor did he ever obtain my contact information regarding making a master key. He also did not check my ID or confirm with my friend in the hospital who I really was - so anyone who wants access to someone else's unit : It's a free for all!
I'll be very clear with RP Management and the landlord of the LaVIlla and Bristol Apartments that my friend is legally able to deduct the $$$$ I paid for the locksmith from his monthly rent or that a refund is required.
Just avoid RP Management owned apartments and do some good internet research on the apartment you will be renting. The managers of the apartments are worthless and the apartments are poorly maintained with horrendous security.
The manager I dealt with, "Tommy" was unprofessional and inarticulate about the situation except to mumble he was unable to help me because he did not have the master key to an apartment complex he supposedly manages.
It's just too bad that folks who do not have much income or bad/no credit history are subject to living in apartments such as these owned by RP Management (an oxymoron!). There are great low income housing options through places like HRG, Pioneer Human Services and even by calling 211 there are clean and safe apartments for rent with responsible landlords.
If you are looking for a clean, safe, smoke-free apartment, avoid apartments owned by RP Management. Smoke-free areas are not enforced, drug deals and drug use is open/rampant and more than likely, your apartment manager/landlord is also a part of the drug problem. -

I think I have really low expectations for apartment management in the city, or I'm just a doormat, because I just realized last night that I've put up with some seriously slummy gd behavior from this company.
For the last couple weeks I've been freezing my ass off in my apartment because my radiators wouldn't turn on. I figured it was just me, because we pay for our own heat--why would they turn it of in the building? Didn't make sense. I submitted a maintenance request to no response (big surprise).
So in preparation for a cold weekend, I brought home a couple space heaters from work last night. After about 30 minutes of having them plugged in, they caused my circuit breaker to go. I call my building manager who tells me where the box is for the building. NONE of the switches are labeled with unit numbers, and none of them appear to have been tripped. So she makes a failed attempt to get maintenance out there, and now I'm hoping that MAYBE it'll get fixed today, MAYBE all my food won't go bad.
Oh, and "the guy" is turning on the boiler today--it's only halfway through October, it was only 37 degrees last night, it's cool guys, don't rush! But at least tonight, if I'm sitting in the dark, I'll be warm. *thumbs-up*1 Previous Review: Show all »

This monster property management company is complete garbage. Their people are rude, the maintenance response is mediocre at best, and when it comes to compensation for water damage or loss of heat they are complete asses.
It took 2.5 weeks for them to get my heater fixed last November. And when I kept calling and told the property manager I knew my Tenant Rights and would enforce them if needed he snapped at me and said "don't you threaten me!" After all that crap I only was compensated $100. That asshole got fired thank God.
But my new manager is no better. A pipe broke above my apartment and ruined my rug, heavily damaged my couch, they had to tear out my ceiling (made a HUGE MESS with plaster and water falling everywhere) and there was a hole in my apartment for 4 days. Still only $100 compensation and she informed me she was being "generous".
If you have the opportunity to live in one of their buildings, WALK AWAY. They raised the rent in my building to a ridiculous amount (thank god I'm still at my lower rate for now) and they don't even take care of the place.
Greedy, rude, assholes. -

I had to get a lawyer to get out of my lease and get my security deposit back.
My apartment (Westminster in the First Hill neighborhood) had a mouse INFESTATION... yeah, I couldn't even STAY in my apartment. The heat in my apartment NEVER worked. They came out twice for my service requests regarding the heater, once to bring me two space heaters (if they were both on, it'd blow the circuit, great), the next time to give me another space heater and tell me that the heater was, in fact, working... it wasn't.
They ignored almost all of my service requests, including two certified letters to their main office in Queen Anne. Both of the certified letters weren't signed for until a temp actually signed for it two weeks later (it actually said "temp" on the return post card).
Lucky for me, I did have a friend who would rub some of his legal grease on RP so I could break my lease and get my full deposit back. I moved out, along with a bunch of other people who were on the basement through third floor that were having mouse problems.
These guys are total SLUM LORDS!!! -

NEVER rent from RP Management!!! They are unprofessional and a terrible company! They truly are slum lords and will take advantage of you if given the chance.
I'm not going to go into a long detailed story of what happened to me, but I will say they attempted to lie in order to withhold our deposit. We had to consult an attorney and threaten to sue, it took 4 months to get our money back. And they are doing the same thing to a friend of mine as we speak.
If you are already renting from them then I am sorry. Make sure you get EVERYTHING in writing! Don't let them walk all over you, know your rights as a renter. I can't stress it enough read the land lord - tenant laws!
It is shameful that a place like RP Management exists. I wouldn't even give them one star. -

These are horrible, horrilbe slumlords.
When I asked them to fix a problem in my apartment, they have used every single bully tactic in the book. Screaming, threatening, hanging up on me and raising my rent. And this is from their corporate office. In the 6 months I've lived here we've had 4 building managers.
Since then, I've read numerous experiences of others who have been through similar or worse.
Avoid at all cost. -

I would give this property management company 0 stars if possible. The Stephensberg Apartments seemed like a nice building. There was a great manager when we moved in--she was quickly replaced. We then lived through approximately 10 different managers in 15 months...
Here are some examples of various maintenance issues we had to endure: with 1 washing machine and 1 dryer in the building, management left the dryer broken for over 2 weeks; heat was not turned on for weeks after the apartment became very cold--when we spoke to the manager, they claimed the heat was turned on and took a few days to 'filter up' to our apartment; when we started moving into the apartment, the smoke detector alarm was ringing--it took maintenance over a week to come fix it.
When we actually moved out of the building, it took several calls to get in touch with the resident manager to discuss the move out process. He asked us to provide a 20-day notice with forwarding address for the return of our deposit. I submitted the notice as requested. During the course of our last month in residence I expected to be contacted by the manager about returning keys, etc. I received no such contact. At this point, there was a new manager. I left him a message about the keys (leaving them in building work order box) and gave him my contact info for followup. Again, no contact from this manager. After a few weeks, I tried to contact the building manager again--yet another new manager at this point! I called her, but her voice mail was full, so I emailed her. She referred me to RP Management...
RP Management claimed they had not been provided with my new address, and sent my 'move out' report to the Stephensberg address. After multiple phone calls to their office where Renee was mysteriously never available (she 'wasn't in yet, had just left, was away from her desk, on the phone with another caller, or her voice mail was just plain broken), I got my attorney involved. She not only screamed at him over the phone, but hung up on him 3 times. She is now claiming that we didn't complete a walk through of the apartment when we moved out, and is refusing to return our deposit (claiming '7-hours of cleaning') as well as attempting to charge us for a broken smoke detector (the same smoke detector that was broken when we moved in).
I have never dealt with a ruder or more disorganized property management company. If you can avoid moving into the Stepehensberg or any other property managed by RP Management, please do so. Save yourself the headache!!! -

Horrible urban ghetto slums managed by half-wit careless resident managers. Don't expect common issues to be handled in a reasonable amount of time, and don't bother expecting your rental deposit back without leaving endless voicemail messages and being given the run-around by clueless office drones.

RP is short for 'real pricks' in my opinion.The worst of the worst, beware of all things RP! They have changed their name because of all of the lawsuits, I believe that one of the new names is 'City Management' as well as some others that I am unaware of. All of the property managers are liars and a scam artists, and the owners are horrible scum. If there was a way to give no stars I would. I cannot stress enough, NEVER live in any building owned by RP management!!!!!!!

Absolutely horrible management!
Lived at Stonecliff in Belltown for about 18 months, was a great tenant, and did not get a cent of my $300 deposit back, after a $200 non-refundable "deposit" that was said to be used for cleaning, etc. (So a total of $500 was non-refundable.)
I can understand the $80 to clean the carpet, but 15 hours of work for patching nail holes (about 10 pictures hung) and painting is absolutely ludacris. They also charged me $50 for a broken smoke detector. I checked it prior to leaving and it tested just fine. (Plus, I'd like to see any smoke detector that costs $50.)
They do this because they're immoral and know the pain of getting a lawyer for a scrappy $300 is not likely. My advice to anyone living in an R&P Management building now is to not clean a speck of the place upon moving out because you won't get the deposit back anyway (my place was pretty darn clean upon moving out...), and for those of you lucky enough to research management companies prior to signing a lease, DON'T MOVE IN!
Especially the Stonecliff. It has roaches, and I'm talking about the insects, in addition to the management! Ew! -

I don't know about the maintenance side of this place, but wow. My husband's and my return security deposit is, as of now, 11 days late. Could be worse, but there's no reason this should happen at all. Not only have we not received our check, but no one has tried to contact us to explain why. I have called the property manager at this place four times, leaving messages, and have not heard back. The receptionist tells me, "Those checks are mailed out the 13th or 14th, and we've been really busy lately." I'm sorry, but busy or not, that's no excuse to break the LAW which states that deposits must be returned within 14 DAYS of move out! And come on, really? It only takes a couple minutes to call a person and say, "Your check will be mailed ASAP, sorry for the delay." Busy is just an excuse for bad business.
