This would be a one-and-a-half-star review if not for half-price burger nights. I mean, let's be honest here: Rocky Run is way overpriced. Just because they get plenty of business from the lazy college student crowd, doesn't mean that it's a great excuse to let prices creep up to barely tolerable levels.
Thankfully, the food quality is marginally better than Bill Bateman's Bistro down at Towson. I wouldn't really order anything besides a burger, and then probably only on half-price night. They have an excellent Big Mouth Garlic Burger or something like that. The burgers themselves could stand to be a bit larger, though. The fries aren't anything to brag about.
And one thing I that hesitate to mention but bears pointing out: some of the servers could improve their personal hygiene...
Overall, you could do worse than Rocky Run, but there really are better options out there. They do take JCash, so if you have some extra moolah on the ol' JCard and don't want Subway, this is one alternative.
Huge neighborhood bar, lots of TVs. The staff is friendly and easy to talk to. They have lots of good beer. The food is the typical fatty appetizers or big portions of anything with fries. The table clothes are made of paper and you can draw or write on them, which is sometimes fun.
This place has changed a lot in the past couple of years, and it hasn't been for the better. Rocky Run was never a fantastic restaurant, but it had its good moments as well as a certain amount of cheesy charm. Now that it's turned into Bert's it's lost all of its old appeal while keeping all of Rocky Run's flaws. Their formerly delicious nachos are now mediocre at best, and all of the hot sauces that used to line the walls are gone. They've started serving pizza which isn't much better than what you'd get in a high school cafeteria, the big bucket of free peanuts is gone, and their old decorations have been replaced by a generic sports bar look. I haven't tried their pasta in a while so that may still be tasty, but everything else has gone downhill.

would have given it a 3 if they didn't mess up the football special last season and kept my favourite dish there (crab melt). but if you're into sports, they have 15 tvs around the bar to show all the games during the seasons and the $2 20oz killian special during football seasons is pretty nice too
aside from that, it's just like every tgif/ruby tuesday joint
