This campground [http://www.forestcampi...] is high up on Pine Mountain, just across the road from the observatory. It features a couple small dirt parking areas, picnic tables, and an outhouse. There is no fee for camping here. There are ten camping sites. The area is snowed in from Dec.-May, if not longer. The area is a forest of ponderosa pine. It's considerably higher and cooler than Bend.
The campground, about 32 miles from Bend, is most easily accessible from Highway 20 just east of the now-out-of-business "town" of Millican. You drive on an unpaved but graded road through desert before climbing way up the mountain. The actual summit is just a short drive beyond the camp - there are a couple communications towers on top.
Near the campground a road labeled "Not maintained" cuts off down to the south. I didn't go this way....
