Typical Pho place. I've had better pho before. Nothing special. Nice place to come if you are hungry right after you are done shopping at Ranch 99, but otherwise, it's not worth it.

Chicken pho was not so great because they did not use the right chicken and the meat was too tough. The bean sprouts weren't too fresh. The broth was pretty good though. The sizes were pretty small, but it was cheap. The service is super duper fast, pretty much instant from when you order. Still, I choose quality of food over quality of service.

Tastes like home. When my pangs for pho can't be contained any further, I hop on the nearest bus from Berkeley and savor some sweet Chicken Pho.

The place is kind of dirty and smelly, but here's a tip: most authentic Vietnamese restaurants are, so don't let that discourage you.

Where I go to get pho in Berkeley/Albany. Better than Pho Hua on Shattuck, but not as good as places in Oakland Chinatown.

Prices are decent, $7.95 for a large. Service is fast and they're friendly enough.

Is it just me or did they change their sizes?! Everything seems to have been downgraded a size. Bf got a large and I got a medium and they were both TINY. WTF?

3 stars cause they're close and relatively good when you're craving pho. Pho tai gan has lots of tendon in it so that's a plus.

Their pho is pretty good.  The broth isn't very oily and they give you a plenty of noodles.  Usually that's what I finish first and I still had some sitting in my bowl by the end.  They aren't stingy with their meats either.  Just as quickly as they seat you, they also bring your food out just as promptly.  

I also tried their spring rolls which were nicely packed with the right amount of noodles, veggies, shrimp and pork.  

My only complaint is that they dilute their condiments.  I had to put a whole lot of sriracha in my bowl before I could taste the heat and their hoisin was definitely watered down.  I wish they would take card too bc it's cash only.

In my opinion, this place serves the best Pho in east bay.  I absolutely love their broth!  

And I seem to visit there every other weekend even though I don't own a car and need to reserve a car via City Carshare.  lol

I grew up eating Pho at this Asian mall ever since it opened....and I compare every Pho place to THIS one! I LOVE, LOVE, LOVE their soups! The service isn't the best, but honestly.....who REALLY wants someone bothering you when you're indulging in the most addictive bowl of scrum-diddly-umptiousness EVER. I LOVE PHO!!!! This place is great.

The growing trend of Vietnamese places compromising its quality and authenticity has me cringing and feeling the chills. Located in the Pacific East Mall, shoppers can see through their large windows upon walking by and the place tends to get crowded throughout the day. There's not much of a décor except for bright lighting, large bowls of pho, and the usual condiments and utensils stacked at every table.

My brother and I came here last night for dinner. His immediate reaction to opening the menu was "they raised their prices again". For this reason I held back on the spring rolls as they were charging $4 for only 2 rolls, and my brother passed on the large bowl of pho in favor of the small. My brother's pho came with a side dish of raw beef, and while his sprouts looked decent, his usual jalapeno and basil were replaced by a few cilantro that looked uninspiring at best. More importantly, as a concern for potential health hazard, I thought the beef complexion looked dull and failed to cook efficiently within the temperature of his soup.

In the meantime, my order of pork chop with shredded pork was enough to share, but the meat quality was poor and tasted too fatty. The fish sauce was too diluted and not bold enough to have a presence; and their use of Chinese rice that had a thicker and stickier consistency did not work well with a flat fish sauce. "What happened to the Southerner's round grain?" I thought to myself as the weaknesses within each item were well pronounced and failed to bring the dish into a desirable focus. I thought the soup on the side was okay while the shredded pork and the few marinated carrots and turnips were actually the highlights of this dish.

Although this place is more expensive, it also pales considerably when everything is compared to Pho 99 in Daily city. Service was terrible as the cashier failed to even acknowledge me before and after receiving payment. Cash only. Two stars for a mediocre experience.

First things first, BRING CASH. They do not accept anything else.

Ordering an appetizer here is pretty much a waste. I've never been here when it's super busy but every time I've gotten my meal about 5 min after I've ordered it. The pho soup is pretty hot (temperature) and they were accompanied by the usual fresh veggies (cilantro, jalapeno, basil, bean sprouts, etc.) I ordered the number 1 with meatballs, slices of beef, tendon and tripe. I would probably order it again with no meatballs. Not a big fan of a huge chunk of meat that's kinda chewy. Everything else was great. My girlfriend order the grilled pork chop, fried chicken and egg roll. The egg roll was ok, the filling seemed a bit dry. The chicken was very dry and the grilled pork chop wasn't all that great either.  The sauce they give you was decent and almost a necessity since everything was dry.

I took the boyfriend here recently and found out he had never had pho before!
WTF?! How do you live in Hawaii, are part Japanese and you NEVER had pho?
SO I taught him how to eat pho.  He watched in wide eyed wonder as I added sprouts, basil, jalapeno to my bowl and ordered my meat on the side so I could cook it myself.  He watched me mix my plum and chili sauces so I could dip my meat in them.  He watched me slurp my broth straight from the bowl.
Then he dealt with my wired ass after I drank the Vietnamese coffee with condensed milk.  It was a cheap date and is totally going to make for a cute story to share with our grandchildren.

This is a fantastic place for customers who enjoy being treated like dirt.  They acted like they're doing you a big favor for you giving them your business.  A very interesting concept seldom seen in the service business.

My wife and I went there on Friday.  The place was about 30% full.  The younger waiter pointed us to a long table for 6 people.  I saw an empty small table for 2 and politely motioned the waiter that we'd like to sit there instead.  After we sat down, the waiter came over after 2 minutes and literally threw the menus on the table, displaying an annoying attitude.  After another 3 minutes, an older waiter came over to take our order.  I plainly asked him what's wrong with the other waiter who was so rude and threw the menus at us.  He got all defensive and said that he was not the boss and that I could talk to the boss who was the lady at the cash register, and walked away.  The lady boss was within earshot distance and heard the whole conversation.  She just glanced over and then looked away with an annoying expression, and ignored us.

At that point, I came to the conclusion that they had probably done more than sufficient business for the year that additional customers were just a nuisance to their kama.  I didn't have the heart to cause them any additional workload.  As we walked out, the younger waiter displayed his perfected interpersonal skills by staring at us with a dirty look.

Since they made it abundantly clear that they don't need any business from paying customers, I will do my part to help them achieve that goal.

The pros:
- The pho is not bad, but I've never experience bad tasting pho anywhere...
- There's always seating available.
- The soup is tasty (but sometimes overly oily and heavy).
- They give you a lot of meat/tendons/tripe/whatever else that's supposed to come with your order.
- They serve you pretty fast.

The cons:
- Cash only.
- The "freshly squeeze orange juice" that cost me $2.95 was actually not very fresh, very diluted with water, then diluted some more with a lot of ice cubes, and just ended up tasting like powdered orange juice.
- The actual noodle bowl servings are comparably small: the "medium" is more like a small at other Pho places, and the "large" is like a medium. I'm not complaining because I can never finish a bowl regardless, but some of the guy friends I've eaten with there did complain.
- The service is generally pretty good, but there's this one lady (I think the owner's wife?) who isn't very nice. Once, she tried to hand me the bowl of pho directly because she didn't want to reach over the table to put it in front of me, so I tried to take it. But the bowl was very very hot, I told her so, and she gave me this mean look. -_-
- Their "hoi san" sauce is very watery.

I come to Pho Saigon when I need an escape from work. It is good for 1 reason: quick grub. And fittingly enough, my review will be quick, like my lunch break or lasting power.

My main staple when I come here is an order of spring rolls http://static.px.yelp.... . I am convinced they have them prepared in the back as they are not the freshest I've ever tasted. At the very least, they are filling and an excellent conduit for the tasty peanut sauce that I squirt copious amounts of sriracha into.

I also enjoy Pho Ga http://static.px.yelp.... . I know I need to take another photo because I quickly dumped the side of bean sprouts, peppers, and lemon inside due to repetitive routine. I forgot to pick out the seeds in the lemon (attention to detail would be nice here, but I'm not expecting gourmet), so I ended up biting a very bitter seed. A hasty mistake. This dish has good broth and small portions of meat. The size is actually quite small for the price, but good if you're watching your portions.

Inside, it's like your neighborhood  typical Pho cafe with numbered seating, self serve Sriracha, Hoisin, garlic chili sauce, and silverware. Restrooms are located outside around the corner, and there is soupy competition from VH noodle right door.

Pho Saigon is a good place for quick service. There may not be a happy ending and it's not pho'king good, but with the leftover time from your lunch break, I'm sure you can find an AMP to complete what you're missing.

#19pho ga, fried egg rolls, and thai ice tea please!

This is the only pho place I like to eat at in the east bay (emeryville/berkeley area)...but it's also the only place I know.  Overall, all pho tastes the same except the difference is what kind of chicken pieces they put in the pho ga.   I like to think it's healthy fast food.  Oh! I've been here numerous times, but only got sick once (woo hoo!)  hahah  regardless...it's still my weekly pho spot.

Whenever the urge for pho is needing to be divulged we go to this spot. This is usually every late party hung over the next day thing to do...
Quick service, basic service skills from your waiter who at one point I thought was sitting across our long table while taking my order, later did I knew that it was his height. *was very hungover when this happened*
Clean and basic is pretty much how I would describe this spot, cheap price for a huge bowl of sinus clearing soup.
The plus side is that it's inside the East mall and there are many small shops to look at aside from the 99 ranch market as well. Weekends is tough to find parking in that small lot so you may find yourself running around a couple times in circles before you can actually park. I come back once a month the most.

They have beef noodle soup on the menu, but it's not memorable. The rice dishes are pretty nice as they come with a refreshing salad and good sauce to go with the grilled meats. Filling portions, cheap, but just... really normal stuff.

Although one thing that's always fun to do is to order pho with beef tendon, tripe, rare steak, and meatball for a non- Asian friend and laugh at their horror when they realize that beef tripe are not vermicelli noodles.

I'm on a Vietnamese food kick right now. Not only is it cheap but the food I've had has been some of the most flavorful. I'm in deep need of flavor right now after spending an entire semester stuck in between the cement walls that SF State calls its "student lounge" while eating bagel after bagel because I don't like nacho cheese from a can.

Pho Saigon Restaurant II is located in the Ranch 99 Mall. Unlike the jerks at Daimo, they serve me quickly, act like they understand my order, and give me what I like to eat. I've never had anything else besides Pho from there, because I'm a creature of habit and it's hard to say no to such a great deal. I usually order a medium bowl of Pho with thinly sliced rare steak, well-done brisket, veggies, noodles, and tripe ($4.60!!!). I know, most of you probably don't like tripe (I love it). You can also order it with meatballs or extra steak, depending on what you like.

It takes them about 3 minutes to get my order together and then I am out the door. Even after getting home, the broth is still piping hot (I know because I made it overflow onto my pants one time...It's hot.). In addition to the meat, they give me a big container of hot/sweet chili sauce, Asian basil, mint, bean sprouts, lime, fresh sliced jalapenos, and parsley.

This is the ultimate comfort food.  Don't go to Daimo! Go here! The food is much better, the people are nicer, and the prices are cheaper!

Update: They stopped taking credit cards for my measly $5 charges.  Minus one star because my lazy ass hates going to the ATM.

When driving to Oakland Chinatown is just a chore and getting to the South Bay is unrealistic for good Vietnamese, Pho Saigon is here to the rescue.

It is close by, reasonably priced, and the pho and rice plates are decent. It;s mostly frequented by students and families. Service is matter-of-fact and to the point. No chit-chat, no small talk. Sit, receive menu, order taken within 2 minutes, food arrives 5 minutes later, pay for meal at front. (Be sure to ask for water/tea around Step 2 and ask for to go containers-if needed. They won't go out of their way to ask/assume.

As for the phos, the large bowl is always too large for me, although my partner swears the size of the bowl is shrinking. Whatever. I almost exclusively order pho, and have tried most of them. They give you enough garnish and they use juicy Meyer lemons! My main wish is that they sprinkle beef balls into their other phos, not just the beef ball pho (#14 i think). I loves my beef balls. Yum!!

Rice plates are packed to the brim and always make my partner happy offering ample protein over rice.

Recently I decided to try something different, as I was nursing a cold and tried their beef stew. I know, I know, not exactly Vietnamese. But you know what, it worked! Yummy broth and a hearty mix of beef, carrots, egg noodles and leafy greens.

We'll keep coming back for more.

Oh, just make sure you have enough cash to cover the meal- it's a cash only type of establishment.

When in need of a quick fix for Pho, this place is the place to go.  If you are like me then you already know what you are going to order, so the service will be quick and you can be eating your bowl of noodles within minutes.

I like to order the Beef Stew with Egg Noodles...and on occasion I'll order the Pho with Beef Balls.  I think the broth is pretty tasty and it hits the spot when it's cold and rainy outside.

Nothing like Pho to sooth a hangover early on a Sunday morning!

One of the most essential things I look for is a GO-TO-Pho-Spot whenever I move to a new city... and Pho Saigon II was it for me when I moved to Richmond and El Cerrito from 2002 to 2006!

Great broth, quick service, and cheap!

This place has the best broth for pho and pho ga outside of the south bay.  The taste of the broth compels you to slurp down the entire bowl, even after the noodles are gone.  They give you plenty of sprouts, chiles, mint, basil AND CILANTRO ( i love that they give cilantro).  Plus, the service is SUPER QUICK - we've timed them and it takes anywhere between 2 minutes to 4 minutes, from the time you order, for your bowl of pho to find its way in front of you. . . .if that isn't immediate gratification in the pho context, i don't know what is!

ps.  i would skip the egg rolls, tho.

You either love it or hate it. Obviously I loved this place and would come here quiet often with my ex. When I brought a few of my girlfriends here some weren't fans some were, so it all depends on your taste buds. My favorite dish here is the grilled beef plate which is thin slices of beef wrapped around a green onion with rice (of course), I'm drooling just thinking about it now.

The service is really quick and you'll usually get your meal ordered and served in under 10 minutes.

Also, they have the best lemon juice I've ever tasted. I know it's simply lemon, water and sugar, but they've got the perfect balance of everything. Two thumbs up to their lemon juice.

What a hidden gem! Best place for Pho around the area!

Saigon II is a REALLY YUMMY place, their Pho is really decent. I always go with the #1 Large and that satisfies me for dinner especially with spring roll apetizers. What I love about this place besides it being in Pacific East mall is that they serve faaaast! The place is very casual so is the service but whenever I go here with fam I feel like I am eating at another country... it's a unique experience. Prices are decent... great deals... and the Pho always comes hottt! Never had a bad experience here. Orders are precise too if you ask them a specific thing it will most likely be the way you wanted it. Try this place out!

Whenever I'm in the East Bay I try to stop by this place for lunch. There's always seating and the food comes out within minutes of ordering. I try to get here before noon because parking can become difficult.

Lets start out by saying this place has the fastest service for a Pho spot ever. Its almost not humanly possible on how fast they get you your bowl of Pho. Once you make your order you barely get to have a sip of your tea or water. The steaming hot bowl of delicious pho is already out in front of you.

The Pho itself was very flavorful, i had the special large bowl. I didn't add anything not even a lime and it was great. You can taste the meaty beef flavor and you can also taste that yummy MSG. The brisket cuts were very tender and flavor full. The meatballs were also tasty. Great bowl of Beef Pho at Pho Saigon.

The service is fast but the food is so-so.

I ordered a seafood combo soup and the chicken wings. The wings were good but for some reason I dont know if I was blown away by the taste of the pho.

I feel like this place is so quick to bring out the food that they don't care about quality.

Also, they don't accept credit cards which sucks because I had to leave my table to go to the atm which is so weird...

Was in Richmond area this past cold Saturday with my family & we all decided to have some Pho for lunch. Btw my sista & my sistaNlaw, they both w/o hesitation suggested Pacific East Mall. Funny my sis recommended VH Noodle & sisNlaw/kuya suggested Pho Saigon II...ini mini miini mo & so we all went to Pho Saigon II.

Finding parking in Pacific East Mall can be hectic, but w/ pops rollin' w/ us we had the advantage of the handicap plaque for upfront parking (hey, I KNOW we're not the only family to take advantage of the senior in the family w/ this *teehee*). Arrive inside & make our way to Pho Saigon II which oddly enuf is right next door to VH Noodle. The place is partial crowded & the gent inside seats us immediately for a party of 5. Restaurant is clean & more importantly what I'm particular about for Vietnamese/Pho spots, it was pretty spacious for dinning, rather not feeling like ur top of the next table (perfect example: Pho Anhoa Noodle House in San Leandro, CA..ladies U can try to suck in ur butt/hold ur bust in to get btw tables, but for me...my "cakes" always slides on someone's table, arm, shoulder, whatever)...anywho, Pho Saigon II is spacious so a definite plus! Also, conveniently the public mall bthrm is right outside to the corner (btw them & VH Noodle)...I didn't go, but my fam members that did said the ladies/men bthrm area was very clean.

On to the food. Although this past Sat called for the comfort of a hot bowl of soup, I let all my other fam members get Pho while I tried a rice plate. We all placed our order, and just after we all wiped down our chopsticks/spoons/dipping dishes/forks (yes, U should be wipping down ur utensils b4 eating ESPECIALLY if already @ the table in a container to grab as U wish)...my plate arrived first maybe like several min later, only to be immediately followed by 3-Large & 1-Reg bowls of Pho, so service pretty quick. I got BBQ Chkn #50 http://www.yelp.com/bi... which was good..chkn tender & juicy, & rice cooked perfect w/ just a lil stickiness to it. Whenever we're in the mood for pho... we come here.     Its just a few blocks from our house  and we were delighted they had yummy pho so close by.    The broth is flavorful and they are not skimpy with the amount of meat.   And best of all, their ingredients are fresh!  

I love their vegetarian spring rolls.  The rice paper skin is nice soft and supple.   My husband loves to order their rice plates.  

They are super fast.  I mean super fast.   in the blink of an eye, a large tray comes bearing all sorts of yumminess....    

Definitely worth a try!

This is the first phoking place I ever had phoking pho, so this phoking joint has a little special place in my phoking heart. It's phoking tough as a motherphoker to find any good pho outside of Oakland or San Jo, so I was tempted to bump this rating the phok up, but what-the-phok-ever. Onto the review.

The rice and vermicelli plates are good - I recommend adding a fried egg on top just to kill the dryness. I also recommend their beef stew - there's a little more tendon than I would prefer, but it's decent overall. Their thai tea and coffee is good too. However, you might want to hold off and get some milk tea in one of the boba places in the plaza.

Like I was saying, the pho is acceptable. The broth is flavorful and the rare steak is cut thinly - the way it should be. The only thing inconsistent is their noodles. If you come around closing time (10pm, I think), the noodles will be hard (that's what she said).

The restaurant can seat plenty and their service is very speedy, so you'll usually have no problem getting a table. They only take cash, so make sure you got some. You won't need much either. A medium pho bowl is less than $6 and a large is less than $7.

This place is more El Cerrito than Richmond - regardless of the address - so no need to be scurred like a motherphoker. Also note that this plaza is ALWAYS packed as phok. It can be difficult to get parking even in the most unlikely of hours. So if you go at the wrong time, you're phoked. I'm convinced that at least half the East Bay Area Asian population is here on the weekend.

Looking for Pho in all the wrong places.  
Could be the theme song for my endless search for good Vietnamese cuisine in the Bay Area.
Don't get me wrong, I've had edible Pho, but just not the stuff foodie dreams are made of.

However, looking no further than my fave hangout (Pacific East Mall), my boy-in-the-know, introduced me to Saigon right before we hit up 99 Ranch Market for some fun shopping.

Even though it's located inside a "mall", this place definitely serves up some good chicken Pho and incredible Vermicelli noodle dishes.
In fact, as I write this review, I'm tempted to go over there right now and get some of their BBQ Pork and Eggroll over Vermicelli.  It's SUPER tasty.  Add that and a salted lemon soda and I'm in heaven.

It's cheap (as in under $10 for a meal), lightening quick (even when packed on a Sunday afternoon) and the food is tasty.
The environment and ambiance leaves a ton to be desired, but I'm not there to stare at the beautiful decor or floral arrangements.  I'm there to STUFF MY FACE.
And I'll definitely come here any given day to do so.

Perfectly Acceptable Pho.

I read a few other reviews about this place after returning home, and I'd have to say I can't add much to the bevy of reviews already to be found. The pho is totally fine, at least for the Bay Area (that I've tried). I'm from So Cal, and close to Westminster at that, so usually pho I eat up here is lacking comparison - the broth isn't right, the noodles are too gluey, the beef is tough/rubbery. But like I said, every component of the pho I had here was perfectly acceptable. The noodles were okay, but needed a little work to break them apart. The beef was pretty good, not too tough but not exactly super fine cuts, either. The broth was a bit oilier than it should've been, but still fine enough to sip.

My other dining compatriots reported much the same things, though they ordered around the menu. Things were pretty good, but not spectacular, hence the pretty good, but not spectacular rating.

On the plus side, they were open on the fourth of July. On the minus side, parking was way worse than it should've been.

The very first time I had pho was at a place in Alhambra (SoCal), on a day when the ramen shop we wanted to go to was closed. I hated it.

Fast forward 2 years to freshman year at Cal. My mentor (the illustrious & famed Miriam W) offered to take me out to lunch, which meant paying for me, too, so I wasn't going to turn anything down. Plus, I'm always game to give something new a try -- even if it's a "new" I've had before.

It's times like these that I'm pleased with myself for being willing to taste anything, because now I LOVE pho.

My sophomore year, my apartmentmates' monthly trips to the Ranch Market included lunch at Pho Saigon.

Quick, efficient service, & cheap, delicious pho. What more could you ask for?

I've found the food here to be just about average compared to other Vietnamese/Pho restaurants I've experienced in the Bay Area, and in Little Saigon in Southern California.  Atmosphere is typical low key cafe style: utensils and napkins await you at your table, which is numbered, so you can go pay the cashier when you're done .  Service is standard service: they try to take your order as soon as you are seated, then an old man brings out your food five minutes later.

The Cha Gio fried egg rolls where $5.75 for five long pieces.  I found them to be moderately tasty, and definitely oily.  There was no edible garnish (such as mint or lettuce leaves) to go with it, just a perfunctory pale green lettuce leaf and a few shreds of carrot.

The pork chop plates are pretty good.  A good-sized grilled pork chop with appropriate moistness and smokiness.

The BBQ chicken was disappointing.  Two thighs, very flat and grilled, were overall quite dry and lacking in flavor.  They appeared to be pre-cooked, then charred upon order to a leathery outer crust.  Upon biting, your teeth would get to the other leathery side too quickly because it was too thin.

I've not tried any of the noodle soup, so I'm not going to just ding the place, but I'm not sure I'm going to be there again any time soon.

No wonder my co-workers love this place.  You are seated promptly, served promptly, and they get your order right. Not bad at all.  All I ever order is my buong ba nuong (grilled beef with vermicelli noodles) and thai iced tea with pearls at any vietnamese restaurant. Theirs is quite edible.  

Take note that the public restrooms (can't say much for the men's) are filthy.

In the last few weeks my partner and I have been there about 3 times, but I don't think we will be going back there again. Every time we went there the food and service was just OK. This restaurant is located in the center of an Asian shopping mall with no windows, fluorescent lighting and low acoustic tile ceiling much like an office. Every time we went there though there were flies flying around so we were constantly waving our hands shooing them away while we were eating. I can't help but think these flys are coming from where maggots are living close by. I'm thinking kitchen but can't know for sure I guess. Now, yesterday, this last time we went there it was pretty disgusting. When we got there half of the restaurant was blocked off cause they were mopping the floor. They were mopping with bleach and you know how strong bleach smell is. Just sitting there eating with bleach fumes was bad and the guy mopping actually came pretty close to our table. It was bad. Aren't floors in restaurants usually cleaned at the end of the day and not when it opens. In addition, while I was sitting there eating my Pho I noticed the owner sneezing. After he sneezed he immediately grabbed a napkin from the napkin pile used for the customers and wiped his nose and then put that napkin in the busboy's tub for dirty dishes. THEN ... he grabbed a wet rag that was sitting on one of the tables and wiped his hands on it then laid it back down on the table. This rag was used for wiping the tables. He then again, grabbed yet another napkin, wiped his nose, and did the exact same thing as he did before. I mean it was pretty disgusting. Talk about spreading germs ... I just can't believe I actually saw someone do that in a restaurant today with all the caution these days about spreading fly viruses. I don't recommend anyone going here for the atmosphere and you have to wonder how clean the kitchen is if there are flies flying around.
