All the requirements of a good pho place - clean, huge fish tank (they actually have two!), random location in a mostly-vacant strip mall in shadyville, RI.
But the pho is pretty effing amazing. $6.25 will get you a small bowl and $6.95 for a large. If you happen to be in the area, it's worth a stop. It's better than my normal spot, but unfortunately not that much better to warrant going that far out of my way.

I've been absolutely dying to find a good, inexpensive and casual place to grab Vietnamese food on the go since I moved to RI.. especially some place convenient (believe it or not, my fiancee and I tend to back away from risking our lives on the road just to go downtown). Pho Horn's charming points are all of the above. The food is delicious and fresh, their menu is large and the presentation is cute to say the least. I love the tasty pickled veggies and at 7.95 or a huge pork chop plate, my wallet isn't going dry. While my favourite dish of all, the Bun Thit Nurong be seemingly simple and effortless (veggies, herbs, peanuts, meant of choice on chilled noodles), I've tasted quite many fiasco's: Horn's take on it is basic, delicious and fresh! I cannot even describe how filling and tasty my seven dollar and fifty cent meal was.
The service was speedy and terrific: I'm usually cramped for time at around 45 minutes for my lunch break but unlike my experiences at places like Chili's and Gregg's, I was actually able to sit and enjoy my meal instead of shoving it down and making a run for it thanks to their prompt and attentive service.
Might I also add, they have a great selection of drinks. Feel like boozin it up? They gotcha covered. Feel like rancid stink breathe? They even have Durian bubble tea! I absolutely love this joint and my fiancee and I have concluded this will officially become our Thursday lunch stop.
Definately check it out if you're ever in the area. Everything from the atmosphere, service and food are A+.

I don't know anything about Vietnamese food and know less about Pawtucket. Checked this place out last night and went with a buddy who knows Vietnamese food and wouldn't stop talking about some place called Pho Pasteur in Boston. Based on the location (sketchy strip and quality of food, my best guess is this is three star Vietnamese food.
Great selection. Friendly service. Local delivery is a huge plus!

I am not so sure why this place is called Pho Horn's but... The food is WONDERFUL. The noodles are tender and the soup delicious. There is plenty of meat in the pho... It truly is authentic Vietnamese food. My husband and I ate ate a very filling lunch for under fifteen dollars!!! I am definitely coming back here!

I must make a distinction between cheap and inexpensive: This place is by definition Cheap!!!!
For about $9 and change, I got a bowl of Pho (beef brisket and tendon) and a taro bubble tea.
When the Pho came, along with the fresh veggies I was upset (inside). I am used to having a lot of fresh veggies (limes, basil, cilantro, and hopefully other viet veggies) but I got a spartan plate of mostly sprouts, and very little basil and some pepper. So, I smartly asked the waitress if they specialized in Northern Viet cooking (which uses no veggies at all) -she had a very sour and puzzled look on her face. Usually, when the Pho comes, the smell alone causes a GI reaction that stimulates salvation- in this case I had none. But I tried it anyhow. I always start by adding Hoisin sauce mixed with Srichai sauce inside the Pho. What I first experienced was horrible: they watered down the Hoisin! How low can you get in the cheap dept?
I reluctantly ate my pho, so here is the roundup:
65% water
30% noodle
5% meat/tendon (I am being generous)
The best part of my meal was the taro bubble tea. Again, they were cheap. It was served in a cup that would piss off an anorexic 3rd grader!
