This is the best beach on the north shore of Tahoe for you and your dog. While the sand is quite pebble-y (or the pebbles have lots of sand around them) you'll have plenty of room to spread out a towel and hang with the dog while you both take dips into the lake. There is a nice parking lot and a clean restroom as well as a grassy area in the park. Incredible views as well.
