I lived at Park Central for 2 years while I was at SCU. I think the first thing I would say about it is--don't live in Park Central if you don't go to SCU. There's a lot of non-college students who live there, but there's also a lot of students who aren't always quiet (especially on Wednesday, which is a big SCU party night). It was completely fine for me because I was part of the noisy group, plus I was used to loud living situations after living in the dorms. But really, don't go here if you are looking for a peaceful, quiet apartment complex.
I also think they are a little bit over-priced for what they are, but we had 4 people in a 2 bedroom apartment so our rent was never too bad. I think now they are installing washer/dryer in the apartments, as well as air conditioning, so it might be more worth it now. The apartments are relatively clean too, although we did have some ant problems for a little while. Also the whole complex has been remodeled so it looks a lot better from the outside.
I never had any problems with the management, but I had friends who did. The good thing is, I don't think they are purposely out to screw you. As long as you pay your rent on time and don't cause problems, they pretty much stay out of your way. The maintenance guy is great too--he was always quick to repair anything we needed, plus he was a really nice guy.
Also, be warned--one of my roommates got her car broken into while it was in the parking lot. There were also a lot of homeless people who "lived" in the underground parking lots. Other than that, I usually felt safe--it's not a bad neighborhood, but it's not a great one either.
Overall it was fine for 2 years while I was in school, but I'm not sure I would go back to live there now.
