I came here with my wife for dim sum last weekend.  It was a madhouse!!  Just getting a number to get a table was an ordeal.  Once we sat down though - it was all worth it.  Every dish we had was above average for dim sum.  The leaf wrapped rice was especially good.  The chicken buns were also hot, fresh, and made from quality ingredients.  If you can stand to wait in line for about 30 or 40 minutes, this is a great weekend spot for dim sum.

This place is zee bomb; is that saying not cool now?  Anyways, the food here is delish, once you get past all the chaos in the foyer.  The prices are low and the place is large, loud, and just kinda cool.  I come here when I feel like being around Chinese people.  There's a racuous kind of people watching that's interesting if you can stand the perfect storm of it all.  

Huge ShuMai w/roe, transparent hagow, meaty bamboo wrapped rice, nicely charred taro cakes w/soft doughy middle, emmmm starting to get hungry writing about it 10 hours after eating it!!  This is my comfort food right here, right now!

This place is wonderful! I'd said the best Dim Sum in town and the dinner is delicious with quality ingredients. It was so good that my husband and I actually had our wedding here two years ago. The staff and managers are friendly and attentive. Came here for Dim Sum one time and hubby wanted Jok and we just asked for it from one of the other Dim Sum cart and the lady helped us flagged down the lady that was pushing the Jok cart. Used to dome here quite often when living in Cali. and never had a bad experience with the food or the staff. If couples looking for a place to have a wedding banquet...I would definitely recommend this place. The decor is nice and the management staff is very accomadating...just remember to ask for Eddie the manager.

Come early if you want to be able to get the best selection.

Dim sum is served until 3pm.
If you go at 2pm, then there's no wait and you can still get good dishes.

Ohmygaaaaawd this place has the LONGEST line and is PACKED on a Saturday late morning/early noon. I think I waited 15-20 minutes. But I though it was worth it because I LOVED their dim sum. Best I had so far. It wouldn't hurt to bring a Cantonese-speaking friend though, because if I went alone, I would've been totally clueless how to get in and what to do.

I like that this place has a huge variety of dim sum to choose from. I've uploaded some photos to show what kinds there are. My favorites would've had to have been the sweet sticky rice with peanuts, pumpkin cakes, and the egg souffle-like thing. The artificial fruit tarts are nasty, stay away from those (unless you're artificial). I didn't like the seaweed crab meat rolls, but my friend likes those. I thought turnip cakes would taste good, but blehh. It was on the salty side. The chicken dumplings were cold, sadly. Uhm, what else, what else...oh tea refill is charged. There were three of us and our bill came to be $50 for 19-20 dishes and tea refill.

It was pack by 930-10am on a saturday.Must get a # then wait to be called.The  hostess (chinese lady w/short hair) was a BITCH.She called out the #s in chinese & english on #81-84 than all of a sudden the next english # we hear is 93.Well we were #86 then we hear all #s after 93.We waited 20mins when suppose to wait 5-10mins.Then got up to ask the hostess if she called our # and said yes.I told her you only said it in chinese otherwise we were have heard our #.She said she did which is lie then she goes you should have check with me then.What a Bitch?Instead of making your customers happy she gets you even more mad.I wanted to SLAP her.Overall i wouldn't want to come back due to her rudeness and the long wait.Yes they do have more varies of dimsum but not worth the wait.They do charge table setting per person which is like $1/pp.Bad experience for 1st timer and make sure you bring someone who speaks chinese.If you don't you're screw so good luck.I will NEVER go back cuz i dont want to see the hostess ever again.I would have complain to the mgr but since its a chinese restaurant i figure they dont give a damn so why bother.

I used to like going to New Capital for the inexpensive eats, but after going to other dim sum places...I equate going to New Capital is like going to BATTLE.  

I say this because if you go during the weekends, you have to battle the people in the parking lot, then you have to battle the people in the elevator, then you have to battle to get a number, then you have to wait for a table that seems like an hour with people breathing down your neck.  Once you get a table, the food can take a while.  The women pushing the carts don't see the new people being seated, so you have to wave them down.  If waving them down doesn't work, then what I do is take my check and go looking for what I want on the carts.  So I have to battle for what I want to eat.  

After you finish eating, you have to battle the crowds to get to the elevator and out of the building OR you can walk down 4 flights to the ground level.

The food quality is ok.  Some items are better than others and the pricing is definitely cheaper than other places.  I believe it's like $1.99 on weekends for most dishes and $1.80 during the weekdays.

If you want to go here, then go early or late for less waits otherwise, prepare to BATTLE!!!

The time: 11:30 AM.  The day: Wednesday.  My reaction: Surprise.  New Capital has two great things going for it:  Great tasting, hot food and amazingly low prices.  It was no surprise after my first experience here that combination would be a winner.  The place was packed.  The restaurant is located on the top floor of Focus Plaza.  Waiting for our number to be called I witnessed the arrival of dozens and dozens of people.  They came up in elevators, on escalators.  I thought for a moment they'd run out of room.  Five minutes later we were seated and the food kept coming.  I wouldn't wait much later than 11:30 AM to come here.  I think we were lucky.  After we got our number, the traffic at the hostess stand really picked up.  My favorites here: the shrimp ball, sesame ball, the shui mai was really tasty, the fried soft tofu (first time experience) was amazing.  For someone who did not grow up with Dim Sum, this truly is a treat of great flavors and textures.   Total price for eight dishes plus tea, $22/including tip.  To that I say: "Xie xie."

My family and I ate here on Mother's day.   Thank goodness for a large group that we were able to order quite a few dishes.  In all, we ordered 12 dishes and 2 soups for a party of 10.  It felt like eating dim sum as we were able to eat an array of dishes.  My favorite dish was the salty fish and chicken fried rice- the hot and sour soup really hit the spot.  Overall, my stomach was full and  my salty food cravings were satisfied.  Service at this restaurant was sub standard (maybe due to the holiday?) but thank goodness for the tasty food that allowed me to give this place a 4 rating.

Yes, Good traditional Cantonese style sitdown restaurant. with plenty of space. It's always crowded for dimsum, and for dinner. Their late night dinner menu and price is exceptional, so you may want to try it out but it starts at 9:30PM. Prices are good considered quality/ size / type. The most expensive dishes are usually seafood, but last time I had lobster there, and it was absolutely delicious. Very fresh, and different from banquet styled lobsters. Other dishes are about 10-15$....

They have specials now and then,  which you should ask every time you go, the three times I 've gone when they did have specials, the criteria was to buy 30$ worth of food, you get something, usualy a free dish (I've gotten crab and steamed shrimp before), it changes now and then, so ask your waiter...

Service is pretty decent and almost above average than most chinese places, just that it gets busy so its' tough to split people servicing you during dinner. It's even worse during late night as the crew is smaller and the newbies start to work that shift first. But the late night is the bargain time... so you have to choose.

Other than that, I've never had a bad dinner at New Capital.

DimSum:

Did you know they have EARLY dim sum? My dad dragged me out of bed and teh family had a early dim sum/breakfast. It wasn't bad... The food was acutally pretty good, if you like to eat dimsum all the time, and I mean ALL the time. well, some times... anyhow, the price for dim sum is cheaper than lunch so, there's another bargain time.

Dimsum for lunch is pretty standard as service is decent, but the dim sum is very good, and the prices, are very good.... even better when you compare to San Diego's price/quality....

In my opinion, they have the best dim sum in town. Actually, it's also superior to all the seafood restaurants that I've been to in Bay Area.  The price is also very reasonable (lower than most similar-size seafood restaurants across CA).

2 cons though: 1. lines, if you get there during peak time on weekends, hour-long lines ensue. To avoid lines, get there before 10 o'clock or go there in small parties (4 people or less)
2. During peak time, the variety of dim sum goes down and delay goes up.

Came here for my friend Meigi's wedding banquet last night.  2 friends Meigi invited, who were suppose to sit at our table, didn't show up....then a couple left early because of an allergic reaction to seafood...another guy was table hopping and getting drunk...slowly one after the other everyone was gone before the party was over, so we left right after the dessert came.  But nonetheless, I was really happy to see that Meigi married such a nice husband!  The waiters and waitresses here are kind of rude, but other than that, it's a nice place to eat.  I especially liked the lobster and fish.  The dessert was so good I even took some home.  :p

Just like its other location in Rowland Heights, the food is good.  It usually doesn't disappoint.  The only bad thing is the wait.  You have to get up pretty early in the morning to get a shorter wait time.  Otherwise, it's a wait of 30 mins and up.  Unlike its sister location in RH, the waiting area is a pain here.  It's located on the 3rd or 4th floor (or whatever floor) so you have to wait either along the stairs or next to the elevator... not pleasant.

I came here on a Friday evening for dinner with my fiancee's family and loved it.  The wait was pretty ridiculous.  I don't mind waiting a while for a table, particularly on a busy night when I don't have a reservation, but the waiting area is nuts.  An escalator and two elevators keep dumping people into an already full lobby where a crowd of people stands around the stern hostess asking her repeatedly when they will get a table.  By the way, make sure someone in your part understands at least numbers in Chinese; otherwise, you'll never know when you are called.

One bit of unpleasantness came when we got to our table and they did not have a high chair available for a baby in the party.

At this point, though, the evening got good.  We ordered lots of reasonably priced dishes, including spare ribs with bitter melon, beef tripe, scallops with snow peas, vegetables, and salted fish fried rice.  As a bonus, they were giving out a whole crab to every party that ordered more than $30.  All of the food came quickly and tasted excellent.  The bitter melon was a bit of a shock.  It apparently wasn't braised or whatever is normally done to remove some of the bitterness.  This surprisingly made it work really well with beer (even Tsingtao).

The wait staff was friendly and very responsive, bringing fresh dishes and tea as needed.  In all, a great experience.  I'll definitely be back.

I've been here several times for dim sum. It's one of the better dim sum places in the area.  The dinner menu is also pretty good. It has a good selection of chinese food and what they serve tastes pretty good. It's a little bit on the pricey side but the food is above average. Top Island Seafood is a good alternative to this restuarant because the prices are cheaper at Top Island Seafood and the food is very similar.

i haven't been to a dim sum restaurant like this since i was as high as a pig's eye.  my parents would take us to new asia in san francisco's chinatown every weekend to see my aunts, and the experience of walking into new capital could only be compared to that of proust and his madeleines.

i do not miss the huge mob of chinese people that engulfs you at the front door, the pushing and shoving that involves getting a number to be seated (before there were those electronic devices at cheesecake factory, there were little scraps of paper with numbers written on them), the loud lady with the microphone who shrieks out your number in both cantonese and engrish, or the children running around unattended.

what i DO miss are those ladies who wheel around plates of food: pork buns, sticky rice, dumplings, custard tarts, and chow fun (and stuff i won't touch like chicken feet and pig's blood, ech!)

we ordered about six dishes and our tab came out to be like $16.  cheap, but the tastiness of the food is not compromised.

we arrived at 11am on a saturday and the place was already PACKED and LOUD.  but we were seated within ten minutes next to the fish tanks (try not to look at them if you have an uneasy stomach and want to salvage your appetite.)  the restaurant is huge and gets points from me for generously spacing out their tables.  parking can be a nightmare as it shares a lot with a ranch 99 and other shops and restaurants.

if you don't speak "dim sum," bring a translator like i did, or just try everything.

Dim Sum.  Newly opened - formerly known as Sam Woo Dim Sum until the Sam Woo chain started closing most if not all their Dim Sum restaurants.

This one used to be located off Garvey a few miles away.  To get a bigger space they moved over here.  The one thing that was always great about it was that they ALWAYS served PIPING HOT TEA.  Now at its new location it's whatevers.  The staff is whatevers.  The dim sum is still good.  The price is fair because they have the special rates for weekdays vs weekends.  It's not RIDIC like some other place where they charge for all 3 dim sum tiers (A, B, and C maybe sometimes D - LOL)

I come at least twice a week with my parents so if you see me say Hi.  I'll be the one with spiky hair with the old Chinese couple.  Good place to go to...pretty ridiculous on weekends though.

What's good: Shui Mai, Ha Gow, Hom Ser Kok, Chern Fun, and Law Bok Go.  Have your Chinese friend translate to you because you should have someone that can speak it or attempt to or knows what s/he is eating or if anything a GOOD POINTER go with you.

Dim sum is in the afternoon and dinner is at night so you can have fancy dinners and what not, ie a wedding reception.

I do believe that I will be talking about the same restaurant.  I just have a completely different address and phone number.  My sources tell me the info is: 140 W. Valley Blvd. - 4th Floor, 91775, Tel: (626) 288-1899.

The food is your canto style fancy family dinner.  The china (meaning plates not the country) is nice and new, so no worries of lead paint bits that came off the red square border.  The view of the San Gabriel mountains are pretty amazing.  The waiters have hip hong kongnese hair dos.  Only downside to the environment is that they rush you to eat fast.  But then again if you're hungry it is excellent.

Food is good.

AND they have a great deal!!!!
if you have SIX people in your party they give you TWO pounds of LOBSTER free (with a minimum purchase of a reasonable amount of money, i dont remember the total)....
if you have SEVEN or more people they give you THREE pounds of LOBSTER free (with a minimum purchase of i dunno dollars)

i recommend getting your FREE lobster with egg noodles (yee mien in cantonese) on the bottom because the noodles sop up that juicy creamy lobster sauce. yum yum.

*warning i ate this free lobster in mid-june '07 so if the deal is over its not my fault.  maybe call before hand.

One of the nicest dim sum places my family has been to. Especially when you consider its incredibly fair price. If you factor in the atmosphere, I'd go as far to say that this place is actually cheap.

This new restaurant on top of the Focus Plaza replaces the expensive rendition of Sam Woo's. It's gigantic- and has an equally gigantic following. There are so many tables, but you'll find that there's a thirty minute wait- your call number will be 50, but they're only seating call number 1. I think people not used to crowds of hungry Chinese people will find the seating process ferocious and intimidating. Miss your number and they move right on to the next. But if you come back after they've called you, you'll be priority to be seated next. The hostess was INCREDIBLY professional, patient and a pleasure (especially since she can scream numbers in three different languages - Cantonese, Mandarin, and English) and tries to get you seated ASAP.

The food is as good as ever.  I'm not really familiar with the English names of dim sum dishes... So I'll just say that they're all generally good. Well that's the truth anyway.

The restaurant itself is gorgeous. Five thousand pats on the back to the interior designer. Dark wood and traditional chinese paintings complement the walls. Also a huge window looking out onto the San Gabriel Valley. Definitely a nice place for dim sum. Especially when you consider it to the original restaurant located in Rosemead.

Some friends from NYC were in town, since we heard about the NEW New Capital that opened up on top of Ranch 99, we decided to check it out.  Used to frequent the one on Garvey for dim sum, where you'll often have to to fight through a crowd just to get in the door and another meaner hungrier mob to get to the hostess, but the food was always worth it.

We actually had a reservation made so we walked past the 20 people waiting on top in line and got seated(hint: always always get a reservation!)  The place is humongous and every single table was full as of 8pm Friday night.  The dishes are pretty inexpensive and came in decent sizes, the service was really good, the only complaint was that it took a while for the food to get there, but since there were about 500 people in the restaurant it's understandable.

We ordered the house soup with seafood and sea cucumber, the French steak thing(fa shi niu liu in mandarin), sichuan scallops, a boiled(qing zheng) seabass, ginger & garlic mussels.  We also got this shrimp special, it's light stir fried shrimp with a special dipping sauce that was crazily good!  They usually cost over $20 a pound in the super market, but here you can get it for 99 cents a pound, however it's limited to a pound for every 3 people, and it's $25 a pound after that.  

This is a Cantonese seafood place, I would highly suggest you to go find a Cantonese speaking friend, or at least a Chinese friend who knows what to order if you don't speak Chinese, and then just sit back and enjoy the food once you are there!

the best Dim sum that i've ever been to!!~~ and it's cheap also...!! You pay $1.80 for ALL dim sum item except few of the special items. They have weekly live seafood special such as $5.99 for the lobster! On weekend, u have to wait for a long time to get the seat at New Capital....,sometimes it'll b an hour long, sometimes...maybe longer...!!!  so the best time to go there .... is before 11AM or after 2pm on Sat & Sun,  

The last thing i want to mention about this restaurant...is~ it will b my wedding banquet place in Dec, 2007!!!  my husband's family love this place so.... much!  especially after they redecorating........... so i'll come up more info after my banquet!!! @_@

We had dinner tonight, a party of 14 with a reservation. Getting to the restaurant took a while. It is located on the fourth floor of a large strip mall, on the south side of Valley Blvd, one stoplight west of Del Mar Ave. Parking is scarce since there are so many stores in the mall. Best if you can find parking in the underground lot (two levels). When we went, there was only one elevator working (you need to push the button that's labeled "Sam Woo"), which made the trek even longer. Stairs are available, but I was with my 93 year old grandmother who walks with a cane. If you don't want to wait for the elevator, take the stairs up to the first level and escalators the rest of the way. The restaurant didn't seem very crowded for a Saturday night -- there was no wait that I noticed.

I was kind of apprehensive about going, because some past dinner reviewers had commented about how long it took for their food to arrive, but our food started coming out about 15 minutes after the waiter took our order, with one dish following another at about 4 or 5 minute intervals, which was a pretty good pacing considering the number of dishes we had.

There doesn't seem to be one waiter dedicated to taking your order and delivering all of your food to your table. Instead, New Capital has taken a page out of some of the larger chain restaurants; when your order is taken, you get a printed slip of paper listing all of your dishes, and different flunkies bring out your food as it becomes ready. There was one mix-up when a server tried to drop off a tofu dish at our table that didn't belong to us.

Overall the food was pretty good. Nice little variations on some traditional dishes as well as some unique dishes. We started off with a very nice deep fried seafood roll appetizer that had thin julienned strips of apple inside. I thought the  crust of the batter-fried squid was just a little too soggy. The two fish fillet dishes (one in black bean sauce, the other in a lemon sauce) were excellent. The Hong Kong style chow mein was crisp with a nice assortment of seafood & veggies.

I would have given this place a 3-star if it's in South Bay since there is barely any competitor to compare but in Monterey Park? This place really needs some kinda innovation.
Me and my bro came here for lunch on a weekday and we were totally disappointed. The dim sum was JUST ok and lack of varieties. The leek and shrimp dumplings I ordered was lukewarm. Service was terrible. Our table was pretty close to the kitchen and since there was nothing much we could order, we were waiting for something new to come out. I spot the rice noodles with beef/shrimp/BBQ pork coming out so I asked my brother to go ahead and get one. Guess what? That lady REFUSED to give my brother a dish saying that she would come back. Yea she did come back and walk straight into the kitchen with an empty cart.
Definitely not recommend this place and they don't accept credit card for bill smaller than 20 bucks!

After getting a fabu foot massage down the street my friends and I decided to stop by and get some dim sum. One of us had been to this location when it was Sam Woo's (wasn't it?) and thought it would make a good choice. It turned out that it was! I'm a vegetarian, which made my selection pretty narrow. I decided that I'd be somewhat flexible and eat some shrimp. The shrimp dumplings were really good, as was the other dish I tried: some kind of fried tofu cake with scallions. At least, I think it was tofu. :P

The only downside was the somewhat uncomfortable experience of being stared at and *gulp* laughed at by several other patrons seated next to us. I'm not sure what we did that was so funny, with the exception of being white and nerdy. Was it because we were not that adept at using our chopsticks? Was it the fact that we had some difficulty ordering due to the language barrier? Probably. Still, it was pretty humiliating to have 10 people turn around in their seats, stare, and laugh at you while pointing. Once those people left, the meal was pleasant enough. The staff were very kind, working very hard to be certain that we were pleased. The price can't be beat and everyone left very satisfied. Parking can be very difficult in this plaza.

I come to this plaza area so many times, and never even realized there was this restaurant that sells dim sum.
This restaurant is located at the very top on the 4th floor...to take elevator - it'll be quicker.
Bad thing about this restaurant is that, the lobby area, it's relatively small, and the wait is pretty crazy. So expect to be sitting at the stairs.
But once seated, the restaurant, it's big.. compared to most restaurants around the area, that's pretty nice, decent looking, this place overlooks the San Gabriel mountains. So you get a decent view while eating.
I've only been here for the dim sum...and my experience here was, it's not bad. They've got more variety's of food. On top of that, the lady's that push those carts, do always end up passing by your table. Or you could just have the waiters do it. And I know, most dim sum restaurant you can do that too, but most of those restaurants around the area, the waiters will hear the order, but just ignore you. But this place, they actually take the order.
OK now on to the food: decent, not bad...And it's not greasy like most places. Definitely will try again. Next time I'm going to give the menu a try.

I went here yesterday for the first time (for dinner) but I was definitely pleasantly surprised.  It might be under new management, because everything looked new, renovated, and all of the waitstaff were pretty friendly and very helpful.  First of all, the menu looked like a book, it was bound, had gilded pages, and full page photos of food.  I believe all of the prices were pretty standard for what you get.  It was a special occasion, so we got shark fin soup, succulent clams with black bean sauce, sea cucumber with black mushrooms, pepper steak with baby bok choy, and fresh giant prawns.  Every dish was delicious.  I would definitely come back here for dinner anytime, and I would love to try their dim sum.

As good as I remember.
Dim Sum served flat rate $1.79 on weekdays and $2.29 on the weekends. There's lunch special on the weekdays too, well went there on a Sunday afternoon and it was still lunch special price.

i went to this restaurant at about noon on sunday and it was predictably crowded. the food is dimsum and is good. the shumai was particularly good but the shark fin soup was too thick and didn't have much flavor to it; so i'd stay away from that. the restaurant is huge so servers tend to have a difficult time getting around and unfortunately that is what results in the 3 stars instead of the 4. all in all, a good dimsum experience.

I guess back in the day when i was living down south this was the old Sam Woo Seafood Restaurant. It's been awhile.

Why does everything taste like the chef mixed it up with chicken broth from a can? The type of chicken broth that's dark and salty.

We ordered the following:
Winter melon soup - 29.99!! that's pricey and it tasted like bad chicken broth
Salty shrimp - this was frozen not fresh. It tasted greasy.
Beef and Mushroom - the meat is definitely lower qualityand tasted like too much oyster sauce was used.
lobster with scallions, garlic - where's the meat?
Tofu dish that's depicted on one of the pages of the menu - i love tofu and this one was alright. once again, it tasted like chicken broth
Sauteed snow peas - it was alright, i just tasted chicken broth

I wouldn't come back here. Besides the so so food, the service was horrible!! We had to raise our hands for service after sitting for 10 mins without anyone coming over. It took two attempts for us to finally get chili sauce.

Great dim sum, for some reason tho the siu mai didn't come by til we were leaving. The siu mai, har gao, pai gwut, and that chicken feet should be like the top 4 things coming by!  Horrible wait tho today on Memorial Day, but we got in within 1 minute since i went with my cousin.  Seriously, there are not much dim sum places like this in San Francisco Bay Area or at all. This place looks nicely setup with lots of tables (tho some people are stuck inside and have to get the person's attention to get dim sum, walking room and even the carts go through easily.)  This place is way cheaper compared to the one i went to the day before (Ocean Star), and i believe this place is the one that use to be on Garvey (so - cal people living in this area would probably know this).  Yea, expect a wait on the weekends i guess, still gets a 5 from me.
