While I wish that there were yards and yards of mod graphic printed fabric and blocks of stores with trims, the Atlanta version of the Garment District is a handful of specialty stores pocketed throughout the city. Absolutely pales in comparison to what you'd be able to find in NY or LA, but we must serge on.
Hancock on Piedmont is my fall back non OTP fabric shop of choice. I've found some cool stuff on the sale table that could evoke a bit of vintage flavor, and at $2.99/yard, I'll take it.
Yes, they have some undesirable stuff (college sports team fleece, anyone?), but you'll likely be able to find something in the vicinity of your ideal fabric.
Check the sale flier for coupons before you check out, and they also offer sewing classes in some locations.

I get dragged here by the wife every so often when she decides it's time to sew or make something. I occasionally make eye contact with the other husbands in tow: dutifully nodding that a fabric in question looks good, is a good deal, would look nice in our living room, etc. Husbands in Hancock Fabrics are a sad, beaten sort of species sometimes...
They get 4 stars since it's usually not too painful to my wallet and relatively quick to get in and out of there. Now, I don't have the most experience in fabric store comparisons...but this one seems pretty good to me.

Hancock Fabric has an array of cloths for sewing, needle crafting, and quilting along with accessories. Patterns are fashionable, decorative, fleece, cotton, polyester, silk, etc. They sell designer and generic patterns and brands. There is even upholstery fabric. They actually had the fabric that is currently on my couch. Prices vary based on the type of fabric.
Accessories available at Hancock Fabrics include needles, patterns, frames, yarn, ribbons, trims, zippers, elastics and more. If you're into needlework and crafting this is a cool place to go since there is a nice selection. Hancock Fabrics also sells pillows, gifts as well as occasional chairs.
