Francesca's is a little tearoom connected to Raimondo's, an Italian restaurant and bar on 7th Street just south of Highland.  It's not open all of the time to the public, basically, you have to call them to book a reservation for tea.

I hosted a baby shower there yesterday.  I was there once before for a birthday tea about 5 or 6 years ago.  It's a great option for a little girly party, baby shower, wedding shower, etc.  You basically have NO prep to do.

We booked it for 15 people for the Ladies & Gentlemen's Tea of per person for scones, finger sandwiches, desserts and tea.  They decorated with balloons and other baby decorations and everything was pink since it was for a girl.  We were able to play a few games and open gifts between courses.  

The food wasn't stellar, but definitely passable and tasty.  The ham salad sandwiches were yummy, I must admit.  The service was wonderful and everyone was very nice and accommodating for us.

This is a great option when you're on a budget, but still want to do something "out in the world" for a special occasion.
