I disagree that crime or anything like that, had anything at all to do with this mall failing. There are no homeless people hanging around anywhere near this mall and that has never been an issue in this area. Just bad management and no anchor stores due to a bad economy. Nothing else. If you want to talk about or see rampant crime and truant kids, head on over to the Valley Plaza.
Nothing wrong with mom and pop stores, I like the small shops and the dollar theater is a good deal. There is still a lot of potential here, it just needs new tenants and better management. In a word; "opportunity". -

Post-apocalyptic zombies. That's it. When you walk through here, that is what I was expecting to see everytime I turned around. This is the creepiest place still officially open that I have ever been to. They should just turn the whole thing into a Halloween haunt attraction. Btw, I thought it was totally cool. But giving it a 5 star for that wouldn't be accurate.

This place is the worst mall ever! Homeless people hang out in the area, and there are only a handful of stores that still operate. I will never return.

HORRIBLE, HORRIBLE, HORRIBLE!!! East Hills Mall is a pathetic joke. Horrible stores, Horrible food court, Horrible Security, Horrible maintenance, Horrible area, Horrible appearance!!! No comparison to the Valley Plaza Mall.

With each passing visit it looks like East Hills Mall is dying a slow death. It never really stood a chance though because it's much smaller than the other mall, doesn't offer decent national stores, is in a sketchy part of Bakersfield, and is not as easy to access from the freeway as Valley Plaza. The decor inside has become very dated, and makes the mall looks like it's stuck in an 80s time warp.
It's like a ghost-town these days -- half empty, with just mallwalkers, mom and pop stores and the department stores remaining. Plus with Gottschalks and Mervyn's it doesn't offer much that you can't get elsewhere. So it's no wonder people just skip it in favor of Valley Plaza.
Hopefully plans to renovate the mall will improve East Hills. I'd really like to not give it 1 star, but it's such a sad place it wouldn't be right. -

You ever see a place die from the inside out? That's East Hills Mall. Years ago this place actually thrived. But then low house rent along with the illegal workers drove most of the customers to the southwest. And soon came crime. Nowadays there's an Anglican church, some mom and pop stores, and a practically dead food court. It's sad to see this place end up in such a condition, but if it wasn't for the rampant crime and truant kids, this place might stand a chance. But it's just a material sign of east Bakersfield's economic demise.

This mall used to be something good. When I was younger, about 2-8 years ago, I used to "live" in northeastern Bakersfield and I would come to that mall often. It is smaller than Valley Plaza (at the center court you can see the whole mall) so it didn't have as much of a chance of survival. After reading the reviews on Yelp and other sites, I went there today as part of our trip. I was prepared for this mall to be more dead but was surprised about how much they had. There are about 15-25 specialty shops inside with 2-4 eateries as the food court in center court. They still have the theater, though it has been converted into a discount theater. This mall was in its heyday was I was younger. It is in a edgy part of town that has contributed to its downfall. I know that it was in a bad shape so I did extensive research before going. I was expecting almost nobody there, very few stores and perhaps the mall to be already closed somewhat (for the day and permanently). If it could obtain more specialty stores and a couple of solid anchors, it could become something great again. The problem was also that the big anchors (JC Penny, Target, Macy's) already had a location at Valley Plaza and didn't want another one so close. There is a Target, Walmart and Big 5 in the vicinity, however as far as anchors are concerned, Target doesn't usually like to be an anchor, preferring the satellite location. I am sad to give this "mall" a 1 star because of it many problems. When we got there, there were people hanging out outside the entrance. Inside, the air smelled like smoke. It didn't have the same mall feel as Valley Plaza and because of this, it no longer deserves to be called a mall, only a shopping center.
