In a city full of restaurants that all have their own little bit of local flavor, this place is notable for being almost completely generic, like it came out of some giant Chinese restaurant factory. From the place mats with the Chinese zodiac, to the little bar that never has any customers, this could be just about any Chinese restaurant in just about any city in world.
The food is perfectly fine, not great, certainly not bad. The service is quick, the prices reasonable. Good lunch spot when you want Chinese food and you happen to be in the area.
This place was the worst Chinese food I have ever had to eat.....! Go here if you like self abuse and food that tastes like dishwater... Being from the SF Bay Area I am probably spoiled when it comes to Chinese food ... I was greeted by a young man that was obviously annoyed I was dinning in his restaurant, granted I was the only customer in a 100 + seat dining room should have been the warning flag not to eat there but I needed my Chinese food fix and had hi hopes since the place looked so nice unfortunately this was a dreadful experience and fitting way to end a horrible work day... I got to say the kid that waited on me was either having the worst day of his life or he is some sort of street punk... When I told him how bad the food was he looked at me like F*#@ You... I I have had much better food & service from the street corner food vendor up the next block. Well good thing I don't live and work in this city..... For sure I will always remember this place....
This is one of my two go-to places for Chinese delivery. I have never eaten there, but I think the chicken and broccoli combo is awesome and the egg rolls (my favorite part of any combo!) are amazing.
I usually eat here every month or so with my coworkers since its around the corner more out of convenience then anything.
Service is quick and attentive and we never have to wait for a table. They have all the standard chinese restaurant items but the prices are a bit hefty. I usually get the steamed vegetable dumplings and wonton soup. Both are good but nothing overly special. Like I said before its a bit hefty on the wallet, they charge extra money if you request brown rice or make substitutions.
If you're looking for greasy, heavily fried Chinese food, this is not the place. I ordered the lightly fried General Tso's chicken and while it was good, I'm never really craving something 'lightly fried'. To me, that is seen as a lack of commitment to the great art of deep frying. The shrimp dumplings were good enough (you get 6 in an order) and the rice was steamed well. My friend's Szechuan crispy duck was more tantalizing than my order, and came with one container for the duck and one for the vegetables.
Their menu is online, which is a big help if you're getting delivery.We called it in and our food arrived in a very reasonable amount of time, so I give them points there. But again, this isn't the kind of General Tso's that I'm craving, so I'm hesitant to order my other Chinese delivery standby, Sesame Chicken.
A lady at my office used to call this place $h1tty Gardens and the name stuck.
I just have never had a great meal here. Usually we've had take-out (they deliver) and I ate in the restaurant (which was loud, crowded and cefeteria like) one time. NEVER will I return. If you want GOOD cheap CHinese - go to A Mandarin Restaurant or Square on Square.
The dumplings were thick and doughy with greasy meat inside. (Blech). The Chicken & Brocolli was OK - not bad, actually. The fried rice just seems old and over-soyed to me.

It's alright. I do like their General Tso Chicken (which is my favorite food ever btw) and I had some of their won ton today and it was actually pretty good.
Close to my work but it's a bit overpriced so I normally get food from Mandarin Garden instead.
City Garden is what I call a utility Chinese restaurant.
It's your basic workhorse takeout & delivery with some good refrigerator-ready standards. Nothing spectacular, just good food. I recommend the Willow Beef and the BBQ ribs are pretty good too. Service is very quick, and there's a nice selection of beers.
City Garden's take-out menu is complete; a two-sided affair with at least 200 items for sale. They have a whole page of lunch specials under 10 bucks and everything spicy is in red ink. There's a whole host of appetizers including Crab Rangoons and a Pu Pu Platter.

Many moons ago, a relative was in town, and wanted to dine in some of Philadelphia's better offerings (a lot of the restaurants that get hella Yelp love). Well, needless to say, after I met this person in their hotel on the Parkway, we stepped out in to the craziest rain I've ever witnessed in almost six years in Philadelphia - one of those Magnolia/Caddyshack rains, that scares away everybody - and cabs.
It was approaching 10 o'clock if memory serves, and we scrambled to a number of spots in the city - all were full, closed, or turned us (and our ample budget away) because we were drenched with water.
We ended up here - in a tacky, run of the mill Chinese restaurant on Philadelphia's most boring street, with no view.
It remains a great memory, because A) they welcomed us, despite an empty restaurant B) City Garden is the only place in Philly (including Chinatown) that understands what real Kung Pao Chicken tastes like in other cities, and what chicken meat should be like period.
The food is oily, but the vegtables are fresh, and I'd push this place on anybody looking for a casual business lunch, or just dependable Chinese fare. The atmosphere, even if crowded, has nothing to remember. Maybe it's my nostalgia, but I'm convinced that for American-minded Chinese food (like you got growing up), this is a slept-on Philly gem.
