It's just kinda sorta okay. But since it is a cheap city course, I'll give it an extra star because it is cheap and great for us former poor college kids to check out.
Course is nice and open. Pretty forgiving. Golf carts work just fine. I really liked it, though. Nice to play and great view outside of the city.
The course itself has some issues on some holes, and not being maintained well.
Some people complain about hole 13 and getting mugged by the people in the projects across the street. Never gave a problem to me. I've golfed there a bunch of times, and three of them I usually was able to buy a bag of nice Pro V1s for like $10 from some random hobo rummaging around the course. -

Of the city owned courses, Browns Mill is the best overall. But being a city owned course it lacks the care and management of a privately owned public play course. I go there when I am playing by myself because it is only a 10 minute drive and it is very cheap.
The layout is interesting, with only a couple of holes where you fear that you will be hit by an errant shot from another hole. There are some water hazards that can cause some trouble and some uphill holes that play a lot longer - definitely hit one more club on #3.
Now for the downsides: If you play on the weekend in good weather, pack a lunch. Hell, pack a tent. It can be sooooo slow. They don't seem to care about pace of play at all. Food: they don't really have any. I have never seen a beverage cart either.
To sum it up:
Pros: cheap, convenient location, nice layout.
Cons: pace of play, food, occasionally need a hard hat.Listed in: Golf in the ATL

Golf in da 'hood at its best! Sometimes your vehicle gets tossed while you play and every now and then you hear some gun play, but all 'n all it is a good course. This course is located 10-15 minutes from the airport and 5 minutes from downtown. Location alone makes it a winner.
The course layout is fairly wide open; most misses are playable. However, the open layout can lull you to sleep and take you out of focus. The greens were just replaced this year along with the addition of a new drainage system.
The most interesting holes are #3, #14, #15, & #16. Hole #3 is one of the toughest par 4s on the course; it's long, up hill, and has no miss. Ya' gotta hit it straight and long to par this one. Holes 14, 15, & 16 are what is referred to as the "amen corner" on this course. Each hole is moderately difficult, but the back to back to back placement has a compounding effect and usually results in a good round ruined. And conveniently, #16 features water on the right in case you need a place to throw your club :D
