This place used to be cool, but it still has amazing views. Because of the reggae, jazz and blues features there are not a lot of white people so I felt a bit out of place last time I went there. The live music was so load that it was very difficult to talk or even give the bartender my order. It is currently closed for re-modeling so I am excited to see the new look. Without the views I would have given it one or two stars. Parking is $8 unless you can find a free spot, but that is unlikely.

If this place was located down a few floors, it would be 2-stars. If it were on the ground, 1 star. Its 3-star rating is entirely dependent on its altitude.
It's expensive. It's the kind of grimy one only gets with gratuitous mirrors and a 4ft by 4ft dance floor. It's everything a club shouldn't be, but it has a BEAUTIFUL view.
And that, I guess, is worth stars. -

But the place looked run-down a bit, cigg burns in the chair cushions, and completely pedestrian food. Went on a Saturday night and was a complete dead zone. There were "Best of Baltimore" awards on the walls from the 90s, signaling a more livelier era gone by. -

The skyline views here are absolutely amazing. My first thought as I left the elevator was the cityscape view actually reminded me of this beautiful, 5 star restaurant in Orlando that's at the top of a building and has wide, expansive windows. However, that's where the similarities end. No 5 star anything here, with exception of the view. It's old, cramped and just old. Serious updating on decor needed right away. I felt like I was on a cruise ship from the 80's. Yeah, it was that bad. Glad it was dark because I'm sure there was some nastiness my eyes didn't need to see.
The bartenders were friendly and accommodating. I actually got a smile and a joke from one of them. No problems ordering fairly quickly at 11 on a Saturday night. But the DJ was another story. He was all over the place with what he played and not in a good, like "ooh that's my song" way. More like, "WTH?" and everyone proceeds to leave the tiny dance stage.
Saw a couple of bachelorette parties (the veil and matching outfits gave it away) and those ladies were smashed, so they were having a ball. Probably best for groups and mixed crowds of folks. The view will please everyone in your party, trust me.Listed in: Single & So Ready to Mingle!…

Drinks are decent. $5 cover at 9PM on Friday... meh. However, if you like having a great view of cities while eating/drinking/partying, this is your place.
The crowd seemed kinda thin by the time we left at 11. I heard my friends had some trouble getting back in after taking a smoke break outside due to the dress code.
The big downer is that I was stupid and left my brand new sweater there - and I called and spoke with 2 different people in the office, who said they'd check to see if they found it and would call me back.... and they never called me back. Sad panda. Maybe it's just me, but if I was running the office of a restaurant/bar, and someone called me looking for something they left, I'd at least call back to tell them if we didn't find it. It's just good customer service.
I was left pretty lukewarm by the place, overall. I'd try it again just to see if my experience was a fluke. And I'll remember to take all articles of clothing home with me next time. -

This place is at 3.5 stars. The 13th floor is a bar/restaurant/club on top of the Belvedere hotel. I'm not familiar with many Baltimore nightspots so I had no idea what to expect. We arrived slightly before 9 and rode the elevator up. When it opened it revealed a good size bar in the middle of a spacious dance floor. There was a small stage where it was clear a band was being set up. And then you see the view. Through the floor to ceiling windows that wrap around the whole room you see lights as far as the eye can see. This is quite breathtaking and you will spend some time just pointing out all the various landmarks.
When you come to, you notice that there are a few dining tables scattered about the room and even a few people! There were no more than 20 people of various age groups and ethnicities. There were some who were clearly tourists. There were also many couples having a very romantic evening. Actually on further review there were mainly couples which made sense since the setting would impress a date.
As we were settling into our first drink the dj began to play some reggae. I love reggae music so this was very exciting. It seemed since people were busy holding hands across the table no one was getting up to dance. As the evening wore on the people coming in were even more diverse, some yuppie looking types, a couple of rastafarians, much older vacationers. A thing to note people who came in after 9 paid $5 cover. When the band began they played some solid covers of Bob Marley and such. After a while we had a few drinks in us and the atmosphere was way too subdued. So we stayed for a set and then took off for another livelier spot. -

I went out in Baltimore a few weeks ago, and the night completely changed my perspective of the city. I always thought of Baltimore as a mini-Philadelphia, with not much fun to be had outside the Power Plant or whatever that place is called.
But I had a great time bar hopping in Baltimore recently. We started off here and I was impressed by the views and the friendly staff. There are also a bunch of other places within walking distance that are just as cool. I highly recommend coming here, especially if you are with a group. -

We went here for a political function recently... the Belvedere Hotel is a a local icon- the architecture is really beautiful. The lobby gives you the impression that you have stepped back in time and so do the elevators.
The 13th floor is a bar with an amazing view- if you want a good look at the city, this is the place to go.
The service, however, was not great. The bartenders were more interested in taking smoke breaks then serving patrons. (They made no effort to hide where they were going- they argued over cigarettes in front of us). My one beer was cold the second was at room temp. When I asked for a check there was a few drinks that were not ours on our check.
Again, not a big deal but the bartender was so rude "I wasnt the one that started your tab" he snapped at me. Of course, he had already charged my credit card without asking me if we wanted it on the card so he snatched my card from the bar again and rang us up for the proper amount then precided to ignore us until we left. Nice huh?
I felt that we get better and more polite service at Walmart. -

Does anyone remember that early 90's horror movie called Nightmare on the 13th Floor? It's about a boarded up, secret 13th floor in a creepy old hotel where a bunch of people were murdered. That's all I could think about going up in the elevator.
Well, thankfully, this lounge is neither a secret nor homicidal.
We showed up Salsa Saturday. Grooved to some sweet tunes and enjoyed the wonderful view of B'more. The crowd is a bit older, more tame. A nice, relaxing place to enjoy a drink and enjoy the music. There was a $5 cover, but, by gum, the price was right compared to any lounge in DC. For five folks with two rounds of drinks, the bill came to $55. Hot dog!
TIP: Stay away from the $5 drink specials. In our case, it was Blue Margaritas and Long Island Ice Teas. The drinks are cheap enough to buy full-price. On second though, stay away from these two drinks for any reason. -

I could not say it better. Went for the Salsa night on August 23, 2009. First, the class was suppose to be included with the $5 cover, it was $10, so no class. Then, the Salsa group did not played a single Salsa song.
Only recommend to go for a drink and for the view, nothing more. -

I give this place 4 stars on the view alone. 5 stars if they ripped out the back wall so I could see my house on the east side. I have to take away 2 stars, though, for the staff. $5 cover for the band but they had just started setting up and didn't even go on for more than an hour after we got in. oh well. No biggie. There was a second bar area that was totally empty and closed on the south wall so i walked into it to try and get a better view of my hood. Door man came and told me I couldn't stand there. "Where? In this empty space?...OK". I gathered from the staff that they were either way too tightly wound or that they routinely had to kick assholes out of this place. Too bad because it looks like a place for grown ups.
There was not much of a dress code when we entered at 9:30...or at least it was not enforced. My buddy went out for a smoke break and when he came back he was not allowed back in because of his hoodie. I guess it was fine 90 minutes ago though. I've seen this door guy routine before. Bad form. So my whole party up and left with him. All for one, I say.
And that's how you lose business, folks.
I've seen enough of this place and I don't have to come back again.
But, that being said, I think everyone should visit this place to see Baltimore form this vantage point. Bring your camera...unless the door guy doesn't allow flash photography.Listed in: I Beg To Differ

I'm not big on some of the "older" crowds/nights but on a Friday night with reggae music playing - I love this place.
Let's put it this way, the 13th Floor is one of the most perfect places to go on a date in Baltimore. You enter in the lobby of one of Baltimore's most historic building, The Belvedere Hotel. The fancy, decorated elevator has a full-time operator, giving it that 1930's NYC ballroom vibe.
When the elevator stops at the 13th floor, you walk out into a room with huge windows that give you one of the most amazing views of Baltimore you'll ever find.
As long as it's not midnight on a weekend, you and your date shouldn't have too much of a problem grabbing a table up against one of the windowed walls - sitting at the bar might be convenient for drinking but don't pass up on the table - the view of downtown at night is amazing and will make for a romantic setting.
This place prides itself on it's friendly bartenders who are some of the best in town.
Here's a little hint- if it's not too busy and/or you know someone who works there, see if they'll take you up the back staircase, up to the loft of the Belvedere. Only a few of us have been lucky to stand just 10 feet under the massive white skylight at the top of the Belvedere Hotel. Surrounded by century-old rafters and boxes of old photos - you feel like your part of Baltimore history by just being there - it's a very unique moment! -

(12/21/2011) The best thing about the 13th Floor is the view; 2nd best is that it's in the historic Belvedere Hotel. If you're not sentimental about either of those things, this place is mediocre at best. Service is absolutely surly, rail is positively the very bottom shelf with top shelf prices. We usually try to avoid ordering food here: 1) it takes forever; 2) it's not very good. Sometimes, though, you need something to soak up the booze. Steamed shrimp were pretty large (U16-21s), steamed in beer and onions, and, wierdly, French fries. Steamed clams were spicy with chopped chiles, but small and over done; mussels were in a creamy, garlicky broth, steamed until just tender. Wings were average specimens. 8-layer dip was something you could get from the grocery store and somewhat cold in the middle (was obviously nuked). Greek Pizza was the most satisfying thing (salty black olive tapenade, sundried tomato pesto, feta cheese) and had the most flavor. Music reminded me of fraternity parties from my college days or bad weddings (overdone faves like Love Rollercoaster, Footloose, Love Shack, Twist and Shout, Bob Marley, Barry White, etc.). 13th Floor was the place we escaped to if we had to be a bridesmaid and were trapped somewhere in one of the Belvedere's ballrooms or if we were a desparate divorcee. Go just once for the view.

I've only been here once and that was the night of the lighting of the washington monument but when I was here they had a great layout of free food and amazing red velvet cake!!
I dont know if it was for the monument, or some other special occasion but free food always wins with me! The crowd was different than I'm used too and there was a jazz singer that night, again not what I'm used to but I had a great time and the singer was really excellent!
The view is also great, I'll be back again for sure! -

The view is awesome, but the only thing it lacks is NO Consistency in the nights.....

Go for the view of the city. Forget about getting a drink or having a good time here. The set up of the place doesn't encourage mingling: There are tables around the outside of the place and a bar in the middle. Regulars get comfy and crowd around the few small tables that are placed against the window.
Save your money and go else where once you've soaked in the view. There are better places with better talent elsewhere. -

Great bar in an area that doesn't have many other nightlife options directly around it. My friends and I would always come here for happy hour and mingle with everyone else just getting off of work. Watching the lights come on in the city from this bar is incredible and can't be beat. The prices of the drinks are a bit expensive, but the bartenders are nice and they remember regulars and take care of them well. The elevator (and the hotel as a whole) is old and semi-creepy, but it all adds to the Belvedere charm. When I'm in MD, I will come back.

It's nice to finally find somewhere to take a date without too much commotion. Ofcourse I didn't go with a date, but being a first timer I didn't know what to expect. The view is amazing and the acts are pretty decent and the aura, amazing. I wouldn't say this was the most social crowd as people seemed to stick to themselves, this is why I'd recomment this place for a date. I had a good time though.

It's always been a bit too crowded, a bit too loud, a bit too bachelorette-party-ridden for my taste, but one thing is for certain. There is no more beautiful view of Baltimore. If you dare brave MD roads during a snow-storm (lord love 'em, but they can NOT drive down here), it's hard to describe the lovely, serene image of snow falling over the city skyline. Sigh...

Surprisingly great view looking down towards the Inner Harbour. I haven't seen anyone who wasn't genuinely amazed by the view. I like they have different style of bands playing on different nights. It's a great place if you want to chill and relax with a few drinks on a weeknight, or dance your heart out on the weekends. The weeknight crowd can be a little old and the tables are kind of crappy (just watch out for you drinks if there are lots of people). It's one of the best place to hangout in Mt.Vernon

I have only been here once but we had a good time. Certain nights have different themes IE Ladies, Latino, Reagge etc so there is always a good mix of people. The drinks arent not expenesive and the view is awesome. If you are in Mt Vernon for dinner this a good place to go afterwards.

Been here a couple of times, most recently the "doorman" was a jerk about sneakers. This run down hotel (prostitutes in the elevator) is not popular or cool enough for a fake dress code. The whole point of this place is that it's run down with a neat view. Kind of ruins it with the guy standing in the middle of the lobby is a jerk.

I love the 13th Floor. The biggest reason is the view. I recently went early on a Tuesday evening while the sun was still up and the views were so different than they are at night. I could honestly spot my apartment which is a good distance away. Other than the views, I appreciate the crowd, the music and the dancing. Baltimore is pretty starved for good dancing, and the 13th Floor offers the opportunity to get down to reggae on Fridays and salsa/latin on Saturdays. There is typically a live band and djs to take over during breaks. This makes for a nice mix. The dance floor is very tiny, but spills out into other portions of the bar when necessary. The crowd is made up of all different types of people, including a few granny/grandpa couples doing merengue. Be prepared to battle at the bar to get noticed by the bartender. The bathroom is a total disaster area that I avoid at all costs. There is a bathroom in the lobby of the Belvedere that you should hit up before heading up, and if necessary, tell the guy working the door the bathroom upstairs isn't functioning and duck out to take care of business. This may sound silly, but trust me on this one.

We had a blast! We went there to celebrate my dad's 60th birthday. We were looking for a place that would be appropriate for a mixed age group(30's,50's and 60) and this absolutely met our expectations. Music was very good and I loved the DJ. He made it really special for our group. We went there on a Friday night when they had an excellent live reggae band too. Of course the views are good, crowd lively and overall if you want a fun night out this would be a great spot!
